JOB SUMMARY :
Responsible for supervision of the outpatient services at Coalinga Regional Medical Center (Rual Health clinic, West Hills medical clinic, Physical Therapy, Employee Health, Ect.). Also responsible for marketing clinic & outpatient services in Coalinga Regional Medical Centers service region. Coordinates with CRMC Medical Director to ensure quality and compliance within departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES :
Position-Specific Standards :
1. Oversight of Rural Health Clinics, Specialty Clinic and Industrial Medicine Program.
CRMC RHC
Physical Therapy
Employee Health
2. Hires and schedules staff for optimal clinics operation.
3. Assures staff is cross-trained to provide adequate clinic coverage.
4. Maximizes revenue of the Industrial Medicine Program, the Specialty Clinic, and the Rural Health Clinics
with the addition of new clients and / or services.
5. Is knowledgeable of the various insurance policies contracted with Colusa Medical Center RHCs.
Completes application process for new funding sources as appropriate.
6. Participates in appropriate civic or business organizations to represent Colusa Medical Center.
Administrative Management Responsibilities :
1. Recommends, develops, and implements new policies, functions, and services to meet requirements of
CMS, CDPH, DNV, payors and other regulatory agencies.
2. Interprets hospital & clinic policies, objectives, and operational procedures to staff. Ensures that policy and
procedure manuals are current and available to staff.
3. Establishes a Departmental Quality Assurance / Performance Improvement Program that is consistent with
Hospital QAPI program. Standards indicators and thresholds are identified and monitored for opportunities
to improve. Department Quality Assurance / Performance Improvement report is submitted quarterly and
annually to Quality Assurance / Performance Improvement Committee.
4. Demonstrates continuing effort to maintain positive relationships with physicians, peers, Administration,
and the public. Establishes, develop and maintain positive interdepartmental relationships.
5. Demonstrates ability to coordinate activities with other departments to promote effective workflow.
6. Regularly schedules department meetings to inform and strengthen communication and team effort, as
documented by meeting minutes. Department meeting minutes identify solutions to employee problems.
7. Acts as a liaison between employees and Administration in matters of employee morale and
communication.
8. Tasks, responsibilities and authority equitably delegated to staff according to their knowledge and expertise.
Human Resource Management Responsibilities :
1. Interviews and selects qualified employees.
2. Conducts (or participates in) department orientation for new employees. Orientation program meets DNV
and Title 22 requirements, as documented in the department orientation outline.
3. Administers counseling and / or discipline when appropriate. Consistently follows established hospital
counseling and discipline procedures; disciplines and documents appropriately in a timely manner; always
seeks resource if action is not clear.
4. Conducts ongoing, informal staff performance appraisal on a daily basis; problems are addressed and
documented as they are identified. Disciplinary actions are clearly documented and conducted in a timely
manner in accordance with company policy.
5. Maintains staff reviews and documented competency levels. Competency requirements are clearly and
accurately described; criteria based standards are established for all staff job descriptions.
6. Forecasts and anticipates department staffing needs related to fluctuations in patient census, provider
vacations, etc.; sufficient staff are available at all times to manage department workload.
7. Provides staff with the necessary knowledge to do their job through inservice staff development and
continuing education programs.
Fiscal Management Responsibilities :
1. Plans and implements an overall budget framework for responsibility areas. Monitors budget and justifies
variances according to Hospital policy.
2. Organizes an effective system of inventory / supply control.
3. Demonstrates a cost conscious attitude, as reflected by analysis prior to approval / purchase of department
equipment and supplies.
4. Ensures that equipment repairs are scheduled per hospital standards.
5. Cooperates with periodic Clinic inventory audits by submitting department equipment / supplies report within required time frame.
Managerial Self Development Responsibilities :
1. Assumes responsibility for managerial self-development.
2. Uses agreed upon managerial and personal goals and objectives as basis of annual self-development
actions.
- 3. Attends relevant seminars and in-service programs; completes appropriate continuing education programs;
documents appropriately.
