Job Purpose
A Safety Training & Quality Coordinator Assistant (STQ) must adhere to all safety, training, and quality policies, systems, questions, and offer support to all levels of employees as well as ensuring they do the same. Additionally, the STQ Coordinator must conduct annual quality and safety audits as well as provide training support throughout the area location.
Duties and Responsibilities
- Performs inspection training and audits in petroleum and petrochemical terminals and refineries.
- Performs training and audits on board barges and ships following API standards and instructions given by Coastal Gulf & International from time to time; including, without limitation, CGI Manual.
- Performs the training of inspectors and senior inspectors and field inspectors.
- Perform training and guidance in visual cleanliness inspections of tanks including entering confined spaces.
- Train inspectors to take product measurements and samples accurately and promptly perform related calculations; complete required reports and forms clearly and promptly; perform inventories, do chemical inspection assignments.
- Performs all other inspection department training required in the operational region;
- Perform regular monthly safety meeting and verify records of each meeting in accordance with procedures described in the HS&E Manual.
- Verify the accuracy of measurement equipment according to API standards;
- Understand the chapters for the API manual of Petroleum Measurement standards that apply to petroleum measurement, sampling, and inspection.
- Write and submit progress and job performance reports as requested by the Manager of the location where training is being done.
- Supervise and perform field documentation and safety training function for the new inspector trainees and current inspectors as directed by Manager.
- Perform and train other to perform appropriate investigations of cargo discrepancies of vessels, terminals, and inspector procedures, equipment and data as needed.
- Perform audits of inspectors, safety equipment, and safety and inspection procedures as directed by the Manager.
- Perform Monthly Facility Audits to ensure facility has no issues that need to be addressed with Management. Ensure that we are compliant within the NFPA regulations.
- Periodically audit the condition and calibration of all inspection equipment used in area locations, including entry of calibration results in the calibration records; train inspectors and senior inspectors in correct equipment calibration procedures and record keeping;
- Track inventory, condition and use of electronic gauging and temperature equipment and ensure that the equipment is maintained and calibrated as required.
- Track inventory of all consumables.
- Assist with the purchasing of equipment, consumables, and repairs as needed.
- Track all IFIA Certifications and handle Field Inspector preparation for IFIA Certification and Re-Certification.
- Read and understand all job and safety requirements in English.
- Adhere to all company policies and procedures.

Additional Requirements
- Working knowledge of DOT, OSHA requirements safety.
- Ability to read, analyze, and interpret instructional and technical materials in relating to
procedures, and safety; and applicable government regulations.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Write applicable reports and correspondence clearly.
- Effectively present information and respond to questions from management, schedulers, and clients.
- Basic Mathematical skills include; add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Compute rate, ratio, percent, and quantities (linear, volume, or weight), and to read and interpolate applicable data and tables.
- Interpret a variety of instructions furnished in written, oral, diagram or schedule formats.
- Familiarity with basic computer skills including MS Word and MS Excel
- Local travel and occasional out-of-town assignments are required
- Must be able to work in refineries, terminals, on board marine vessels, and in a laboratory environment.
Requirements
Qualifications
Must have 2 or more years of Safety or Quality Coordinator experience.
High school diploma or equivalent.
Practical understanding of company quality systems.
Flexible interpersonal skills, with the ability to interact effectively with all levels of the organization and in a variety of cultures – both internal and external.
Excellent internal and external customer service skills.
Excellent communication skills.
TWIC card required.
IFIA certification preferred.
Candidate must possess a valid driver’s license with a clean driving record.
Working conditions
This position is performed primarily in an office environment. Position could be performed in both inside and outside weather conditions including extreme heat and cold.
Travel
10-15% of Travel is required.

Office and Field Based position, petroleum refinery, warehouse/plant environment, out-of-doors environment, driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, and working in confined spaces.
Subject to all temperatures, weather, and road conditions. The worker is subject to both environmental conditions. Activities occur inside and outside.
The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation.
The worker is frequently in close quarters, crawl spaces, shafts, man holes, small enclosed rooms, small sewage and line pipes, and other areas that could cause claustrophobia.
