Title : Water Maintenance Foreman
Location : St. Louis, MO 63110, USA
Contract - Contract to Hire
Incumbents in this position supervise the daily operations of a crew installing, repairing and maintaining water valves, mains, hydrants and fittings and ensure the safety of the crew and equipment. Examples of duties include : estimating time and material needed for completing projects, reading and interpreting blueprints and sketches pertaining to water systems and general construction and preparing written reports of work completed.
Essential functions and responsibilities :
- Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit’s work goals and to ensure the consistent application of unit and / or technical policies, procedures, and guidelines.
- Confers with and counsels subordinate staff to exchange information and / or explain work policies, procedures and guidelines; and identify work-related problems, problem characteristics, impact and formulate possible solutions.
- Reviews and compares work performance and / or products of subordinate staff with established standards to determine employee production levels, training needs and to determine for recommendation to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions.
- Trains subordinate staff in the work principles, policies and or procedures to maintain and / or improve the production levels of employees in accordance with established work performance standards.

- Supervises field crew installing, maintaining, and repairing fire hydrants, mains and valves.
- Maintains a safe work environment by enforcing safety rules and regulations.
- Estimates time and materials needed to complete work; records work hours and materials utilized by crew.
- Reads and interprets plans and blueprints; prepares sketches and field notes.
- Performs and supervises work with tools and equipment such as a drill press, boring machine, caliper, and degree gauges; uses instruments to locate leaks, valves and related devices.
- Confers with the supervisor regularly to receive instructions and report on project status.
- Responds to inquiries and concerns from customers and city workers in other departments.
Knowledge, skills, and abilities :
Data Utilization : Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize, and / or reference data, statutes and / or guidelines and / or group, rank, investigate, and diagnose.Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.Human Interaction : Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.Equipment, Machinery, Tools and Materials Use : Requires the ability to operate, maneuver, and / or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, drill press, general power tools, degree gauges, and / or materials used in performing essential functions.Verbal Aptitude : Requires the ability to utilize a variety of advisory data and information such as production reports, sketches, plat drawings, intersection data sheet and non-routine correspondence.Mathematical Aptitude : Requires the ability to perform addition, subtraction,multiplication and division; calculate percentages, fractions and decimals; may require the ability to perform mathematical operations involving basic algebra and geometry.Functional Reasoning : Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.Situational Reasoning : Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, and / or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.Environmental Factors : Tasks may risk exposure to adverse environmental conditions, such as dirt, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals / wildlife, toxic / poisonous agents, or pathogenic substances.Physical Requirements : Requires the ability to lift, carry, push, and pull moderately heavy objects and materials, twenty (20) to fifty (50) pounds; andmay occasionally involve objects and materials up to one hundred (100) pounds, such as supporting the weight of operating machinery like jack hammers. Tasks involve the ability to exert regular and sustained heavy physical effort with an emphasis on climbing and balancing which also involves stooping, kneeling, crouching and crawling in order to perform maintenance or installation duties.Sensory Requirements : Requires the ability to recognize and identify similarities or differences between characteristics of sounds and odors associated with job-related objects, materials and tasks, such as detecting hazardous materials.Other Requirements :
Positions require shift, weekend and holiday assignments, mandatory overtime and 24-hour emergency call.Qualifications
Two years of experience in the installation, maintenance and repair of water mains, valves and fittings, fire hydrants, sewer and chemical lines, cleaning / maintenance of water settling basins and grounds maintenance activities. OR an equivalent combination of training and experience.License :
Must possess and maintain a valid Missouri driver’s license while employed by theCity of St. Louis. Must possess a valid driver's license at the time of filing the application and be able to present the license upon request.
