Maintenance Foreman
Department: Systems Maintenance
Pay Grade: 6
FLSA Status: Non-Exempt
JOB SUMMARY
This position performs work of moderate difficulty supervising and participating in the general maintenance, repair, and construction of water and wastewater (sewer) systems and other related structures and facilities. Work involves overseeing and participating in the activities performed by subordinate employees involved in construction, maintenance, repair, and related work. An individual in this position is required to be on-call on a rotating basis. This position reports to the Maintenance Superintendent.
ESSENTIAL JOB FUNCTIONS
- Supervises and evaluates the work of employees engaged in the installation and repair of the Authority’s water distribution, sewer collection, and storm drain systems, related structures and/or facilities, the digging of trenches for water and/or sewer line extensions and service lines, and the installation of water meters, meter boxes, fire hydrants, storm drain lines and other related equipment.
- Prepares field notes with respect to the type and location of constructed facilities and the size and location of other utilities encountered.
- Operates heavy equipment and assists crews with locating, installing, and repairing utilities.
- Leads crews in setting up job sites for constructions.
- Keeps accurate records of maintenance activities and of employee records.
- Prepares various reports.
- Confers with superiors on new or revised work projects.
- Assists in the preparation of cost estimates.
- Supervises and participates in the maintaining of equipment, structures, and facilities.
- Provides technical support and consults with employees on planned daily activities and operational duties/problems.
- Performs manual labor.
- Performs other related duties as required/assigned.
QUALIFICATIONS
Education and Experience:
High School diploma or General Equivalency Diploma (GED) and five (5) years of experience in the construction, maintenance, and repair of a variety of public work facilities, with some previous supervisory experience preferred.
Special Qualifications:
Possession of a valid State of Georgia driver’s license and satisfactory Motor Vehicle Record (MVR). Possession of a State of Georgia Wastewater Collection Systems License, or the ability to obtain one within one year of employment. Possession of a State of Georgia Water Distribution License, or the ability to obtain one within one year of employment. Possession of a valid State of Georgia Class “A” CDL (Commercial Driver’s License). Possession of Manual Transmission Endorsement preferred or be able to obtain within six (6) months from date of hire. Possession of a Confined Spaces certificate. Possession of a Department of Transportation Flagger certificate. Possession of a Trench Excavation certificate.
Knowledge, Skills and Abilities:
- Knowledge of county and city streets and locations within the Authority’s delivery system.
- Knowledge of sanitary sewerage and water supply facility construction methods and practices.
- Knowledge of the practices, materials, tools, equipment, and processes of one or more of the building or mechanical trades.
- Knowledge of various types of fire hydrants, installation of fire hydrants, and necessary tools and equipment.
- Knowledge of the hazards and safety precautions applicable to the work.
- Knowledge of basic mathematics, formulas, and computations.
- Skill in the use of the materials, tools, equipment, and methods of one or more of the building or mechanical trades.
- Skill in administering basis first aid.
- Skill in operating heavy equipment such as a backhoe, dozier, loader, etc.
- Skill in reading and interpreting maps, plans, schematics, diagrams, and manuals.
- Ability to establish priorities with appropriate attention to detail.
- Ability to think through and analyze a problem resulting in the best possible solution.
- Ability to plan and supervise the work of subordinate unskilled and semi-skilled employees.
- Ability to establish and maintain effective working relationships with coworkers and the general public.
- Ability to lead by example and effectively direct the work of others.
- Ability to understand and follow complex written and oral instructions with a minimum of detail.
- Ability to work under varying weather conditions.
- Ability to work overtime with little or no notice.
PHYSICAL DEMANDS
The work is very heavy work which requires exerting up to 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
- Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
- Crawling: Moving about on hands and knees or hands and feet.
- Crouching: Bending the body downward and forward by bending leg and spine.
- Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Fingering: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Grasping: Applying pressure to an object with the fingers and palm.
- Handling: Picking, holding, or otherwise working, primarily with the whole hand.
- Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction; ability to receive detailed information through oral communication, and to make the discrimination in sound.
- Kneeling: Bending legs at knee to come to a rest on knee or knees.
- Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
- Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.
- Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
- Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
- Reaching: Extending hand(s) and arm(s) in any direction.
- Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers
- Standing: particularly for sustained periods of time.
- Talking: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles and/or heavy equipment, by both day and night.
- Walking: sufficient to move about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
WORK ENVIRONMENT
While performing the duties of this job, the employee regularly is exposed to inclement weather, changes of temperature or humidity; exposure to dust, fume, gases, and raw sewage; and exposure to insects and animals. An employee in this position may be subjected to water depths of up to approximately three feet, or work near hazardous traffic areas. The noise level in this work environment is usually loud.
