The Office of Inspector General (OIG) provides independent, objective auditing and investigative services designed to add value, improve the Clerk of the Circuit Court & Comptroller operations, and preserve public trust. The OIG provides citizens of Collier County with professional and cost-effective internal audit services to ensure that the resources entrusted to county government are used efficiently, effectively, and properly. Additionally, the work of the OIG is to educate citizens and policy makers regarding the operation of government, while assisting in the administration of the Clerk’s constitutional duties.    

The Inspector II will perform essential, reviews, evaluations, inspections, investigations, and other oversight projects/engagements for the Clerk and county in areas such as fiscal propriety, compliance, procurement, and contract review, while being alert to fraud, waste, and abuse.  This highly visible position is focused on ensuring the accuracy and effectiveness of operating policies, procedures, and systems throughout the county and ensuring compliance with applicable laws, rules, and regulations.  This position will perform essential work for OIG such as:

  • Conducts reviews, inspections, evaluations, investigations, and other oversight engagements/projects in accordance with the Association of Inspectors General (AIG) Principles and Standards for Offices of Inspector General, and the Florida Inspectors General Standards from the Commission for Florida Law Enforcement Inspector General Accreditation.    
  • Develops and plans reviews, inspections, evaluations, and other oversight engagements for specific assignments.
  • Collects supporting documentation and identifying and reviewing facts to substantiate conclusions in an engagement. 
  • Performs research, analysis, and interviews to prepare findings and recommendations for improvements.
  • Drafts comprehensive reports and special studies for review by OIG senior staff or the Inspector General.  
  • May be asked to function as the Subject Matter Expert and/or Administrator for a specific discipline or software program.
  • May be asked to perform a secondary review of the work of another staff member.
  • Assists in providing counsel and advice to county officials on matters related to oversight reports, special studies, and other related recommendations.
  • Assists State of Florida, federal, and other independent auditors, inspectors, and investigators.
  • Perform other duties as assigned.

Bachelor’s degree from an accredited college or university in accounting, finance, computer science, business administration, or a related field that includes technical and professional education and training evidencing competency to assess, analyze, investigate, and/or evaluate information to ascertain and document compliance appropriate with applicable policies, procedures and two year of accounting, auditing, compliance, financial, or investigation experience; experience in an Office of Inspector General preferred. 

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job may be substituted for the education or experience requirement.   

Knowledge, Skills, and Abilities Required: 

  • Ability to assess, analyze, investigate, and/or evaluate information to ascertain and document compliance with applicable policies, procedures, and requirements.
  • Ability to apply professional standards and techniques in evaluations, inspections, reviews, and program analysis, with a thorough knowledge of principles, practices, and professional standards of evaluations, inspections, reviews, internal controls, accounting, finance, business administration, and financial management.
  • Strong oral and written communication skills.
  • Must possess and maintain a valid Florida Driver's License with any applicable endorsements and maintain eligibility requirements and endorsement(s) to drive a county vehicle.
  • Knowledge of the following standards, procedures, and practices for evaluations, inspections, and investigations including:  the Principles and Standards for Offices of Inspector General of the Association of Inspectors General and the Commission for Florida Law Enforcement Inspector General Accreditation.
  • Ability to apply computer applications and software.
  • Ability to apply evaluation and management principles to the variety of policies, practices and systems found in a large and complex governmental organization.
  • Must possess good interpersonal and communication skills, work either independently or as part of a team, and foster a positive work environment.

Preference may be given to candidates possessing highly desirable qualifications that include:  

  • Certified Inspector General Auditor (CIGA),
  • Certified Fraud Examiner (CFE),
  • Certified Internal Auditor (CIA),
  • Certified Public Accountant (CPA),
  • Certified Information Systems Auditor (CISA),
  • Certified Management Accountant (CMA),
  • Certified IDEA Data Analyst (CIDA),
  • Certified in Risk Management Assurance (CRMA), 
  • Certified Government Financial Manager (CGFM),
  • Other highly desirable knowledge, skills, abilities, and credentials relevant to this position.

NOTE: This position may require travel throughout Collier County, so possession of a valid Florida Driver’s License is required.

Salary : $71,676 - $115,115
