This position reports to the Building Plans Review and Inspections Division. The purpose of this classification is to perform supervisory and technical/specialized work functions associated with overseeing and coordinating review of plans and inspection of structures for compliance with all governing codes and ordinances, supervising issuance of permits, and providing professional, effective, and efficient assistance to the general public.• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Oversees and coordinates daily activities of assigned personnel engaged in reviewing construction plans, issuing permits, and inspecting structures throughout the county; specializes in structural, plumbing, electrical, metal, gas/utilities, roofing and/or mechanical inspections.
• Writes employee growth and development plans; issues counseling forms/disciplinary actions; handles employee complaints and grievances; and recommends the hiring, termination and promotion of staff.
• Establishes objectives, implements procedures, measure results and evaluates effectiveness of operations.
• Schedules field inspectors’ daily workloads.
• Organizes workflow and delegates special projects; reviews and approves timesheets and leave time; examines all logs and records of plan reviews and inspections.
• Prepare daily inspection routes; assigns Inspectors and Plan Reviewers to a construction, restoration, and/or remodeling projects; reassigns tasks as necessary to meet deadlines or redistribute workload.
• Develops, interprets, and/or implements standard operating procedures, policies, and training programs; assists with improving divisional operations; provides leadership to enhance subordinates' professional development.
• Instructs and directs new inspectors, reviewers, and other subordinates regarding procedures and protocol of the division; ensures compliance with guidelines, policies, and procedures.
• Reads and interprets blueprints, construction plans, specifications and technical drawings and reviews same for compliance with applicable engineering codes, ordinances and regulations.
• Interprets intent and purpose of ordinances and code requirements for contractors, homeowners, engineers, architects, and attorneys.
• Establishes and maintains effective working relationships with County officials, attorneys, contractors, engineers, architects, property owners, the public, and Building Division personnel.
• Determines dangerous building conditions as outlined in existing building code and local ordinances by investigations of failure due to faulty construction or accidents.
• Reviews permit activity and the issuance of all permits.
• Travels to construction site locations; performs impromptu inspections; reviews work performed by inspectors to verify professional, effective and efficient completion of work.
• Supervises and/or performs field inspections, in area of specialty, of new or existing buildings during various stages of construction and remodeling to ensure compliance with applicable building, electrical, plumbing, and mechanical codes.
• Performs final walk-through on various buildings after all inspections are complete.
• Responds to questions, complaints and requests for information/assistance from field inspectors, contractors, project personnel, plan reviewers, architects, tradespersons, code enforcement, owners/builders, the public, outside agencies, employees, supervisors, or other individuals and/or Divisions.
• Troubleshoots, mediates, and resolves inspection and plan review challenges and complaints.
• Performs data entry functions by keying information into a computer system; retrieves, reviews or modifies data in computer database; verifies accuracy of entered data; makes corrections as appropriate.
• Inventories supplies and equipment; orders and maintains enough to ensure adequate availability to perform daily tasks; accounts for equipment issued to subordinates.
• Assists with annual budget preparation and fiscal spending requirements, monitors expenditures for fiscal compliance.
• Documents all activity conducted in assigned position; reviews documents processed by subordinates to ensure accuracy.
• Maintains current field and code manuals, policy and procedures, employee handbooks, various maps, addresses, and related material for reference and/or review.
• Maintains comprehensive, current knowledge and awareness of divisional and County operations and applicable inspection techniques and methodology, procedures, policies, codes, and laws.
• Attends and conducts divisional staff meetings; attends workshops, seminars, and in-service training sessions as appropriate; may serve on special panels, boards, and/or committees.
• Prepares and/or receives a variety of forms, logs, requests, records, reports, correspondence, and other documents associated with daily responsibilities of this position; reviews, completes, processes, approves, forwards, maintains, and/or takes other action as appropriate; prepares and maintains files and records.
• Operates a personal computer, printer, calculator, copy and facsimile machines, telephone, or other equipment as necessary to complete essential functions to include the use of word processing, spreadsheet, database, or other system software.
• Performs other related duties as required.• Vocational/technical degree required.
• Seven (7) years of progressively responsible supervisory experience in general engineering, examining building plans, code enforcement/inspection, or construction.
• Fingerprinting required.

LICENSES/CERTIFICATES
• Must possess and maintain State of Florida Inspector and Plans Examiner licenses in designated area of concentration (Building, Plumbing, Mechanical or Electrical).
• Certification on Florida LP Gas Laws & Rules preferred.
• Individuals who hold equivalent licenses in other states may qualify but must obtain the State of Florida Inspector and Plans Examiner license in their designated area of concentration from the State Florida within twelve (12) months of the date of hire.
• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

•Essential Employees may be required to work during an undeclared or declared emergency.  The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
