What are the responsibilities and job description for the Project Manager III (Licensed) - Solid Waste position at Collier County?
• Participates in long range planning for solid waste.
• Oversees, administers, and coordinates work performed by consultants, contractors, or other service providers; monitors work to ensure compliance with terms of contract; reviews invoices and payment requests submitted by consultants/contractors.
• Oversee project scope, budget, and schedules to ensure timely and cost-effective delivery. Reviews plans, designs, design reports, and specifications
Manage procurement processes, including the preparation of RFPs; bid evaluations, contract negotiations of scope of services and fees for professional services agreements, and vendor selection; makes recommendations to Boards regarding selection of vendors and awarding of contracts; compiles contract language, including specifications package.
• Ensure compliance with federal, state, and local regulations related to solid waste construction, including permitting and environmental standards.
• Collaborate with internal departments, regulatory agencies, contractors, and consultants to facilitate project execution.
• Prepare and present project reports, executive summaries, and budget forecasts to senior management and stakeholders.
• Provide technical guidance and problem-solving expertise to address project challenges.
• Coordinates public education initiatives related to division projects and environmental impacts.
• Stay informed on industry trends, technological advancements, and best practices in solid waste construction and engineering.
• Prepares and administers project budgets; submits justifications for budget requests; monitors expenditures to ensure compliance with approved budget.
• Conducts field checks of proposed designs; makes recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development.
• Conducts inspections, monitors work, and maintains records to ensure quality control; inspects quality of work and materials; coordinates final inspections with contractors and engineers; coordinates project acceptance with other County Divisions or government agencies.
• Five (5) years of related experience.
• Fingerprinting required.
• Must possess and maintain a valid State of Florida Professional Engineer (P.E.) license or obtain one within six (6) months of hire; or possess and maintain other equivalent valid licenses or obtain within six (6) months of hire.
• May possess P.E. from another state but must obtain a Florida Professional Engineer license within twelve (12) months from the date of hire; or possess and maintain other equivalent valid licenses and obtain the Florida Professional Engineer License within twelve (12) months from the date of hire.
• Required to possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
- Salary offers above the minimum pay grade may be considered based on qualifications.
- Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
