Under the supervision of the Deputy Clinical Officer, the Director of IDD Services is responsible for the administration and management of clinical, contractual, and financial operations of the LPS Intellectual and Developmental Disabilities (IDD) Division – for the purpose of ensuring delivery of person centered, trauma informed, and culturally and linguistically appropriate services. The Director of IDD Services promotes effective collaboration and cooperation within the clinical and administrative support functions within the programs, IDD Division, and organization. The role brings leadership experience as a successful team builder with a history of achieving measurable quality outcomes, customer satisfaction, regulatory compliance, and financial stability. The primary responsibility is to optimize the clinical service delivery system by providing leadership and ensuring effective, comprehensive, and cost-effective care in tandem with achieving organizational goals and objectives and consistently promoting LifePath Systems mission and values. This position seeks opportunities to work collaboratively with community stakeholders and partners to ensure coordination and access to care for individuals with IDD and their families in Collin County.
As a member of the operations team, the Director of IDD Services is responsible for reporting on and improving performance, efficiency, and effectiveness across all LIDDA functions; developing and adhering to policies and procedures relating to clinical and fiscal operations; analyzing data, strategic planning, and community engagement.
In collaboration with the operations team and Executive team, the Director of IDD Services is responsible for implementing innovative programming within available funding streams, developing realistic budgets, and overseeing customer and staff satisfaction and performance improvement.
The Director of IDD Services directly supervises Program Administrator of IDD Quality Assurance and Contracts, Program Administrator of LIDDA Services, Supported Employment grants and Services. This position also oversees all corresponding contractual and financial performance and outcome measures and follows through on all duties as assigned by supervisor and executive management team.
Additionally:
• Ensures programming promotes person centered services, effective person directed care, CLAS standards, and preferred mode of delivery.
• Oversees individual satisfaction and resolves concerns and issues timely and effectively.
• Ensures programs remain in accordance with regulatory requirements. Incidents of penalties, findings, or recoupment of funds due to failure to meet service or performance standards have clear and effective CAPs, accountability process, and oversight.
• Oversees completion of annual program budgets and reviews monthly income statements for appropriate utilization.
• Ensures all budget reporting for perspective programs is completed and submitted accurately and by mandated timeframes.
• Develop and implement processes that promote accountability and ensure effective utilization of contracted funds. Programs meet or on track to meet financial performance standards.
• Establishes contract or MOUs with other appropriate community providers to ensure coordination of effective provider network
• Oversee adherence to person directed plans that incorporate community or family/caregiver supports
• Promotes understanding and adherence to engagement, productivity, and monthly service targets.
• Actively participates and/or continually seeks opportunities to participate in partnership committees at the state and local level.
• Establish an annual business/program growth plan to identify critical activities which contains plans for continued innovation of IDD Services within the County.
• Utilizes data on an ongoing basis that may be instrumental in making best decisions and requests assistance as needed.
• Prepare long/short term goals for expansion IDD services within the county. Review, adjust, and/or report on quarterly or as requested.
Qualifications
• Comprehensive knowledge of Texas Administrative Codes and Department of Aging and Disability Services (DADS) that relates to LIDDA functions and IDD provider services
• Comprehensive knowledge of social service agencies and resources
• Comprehensive knowledge in intellectual and developmental diagnoses, recovery options, and guardianship
• Skilled at working with a variety of staff to develop efficient and effective systems for providing quality services and the appropriate training to implement and monitor these processes.
• Able to communicate effectively verbally and in writing; understand and synthesize a wide range of information; use computer technology effectively for management information purposes; develop reports and other forms of communication for a variety of audiences and purposes.
• Able to delegate tasks appropriately for operational excellence.
• Able to deal with individuals and families in a compassionate and professional manner in order to reduce crisis episodes and link to appropriate ongoing treatment.
• Work effectively within a complex management structure.
• Able to give community presentations and work collaboratively with community stakeholders
• Able to exercise constant flexibility and adaptability to accommodate the inherent nature of IDD needs as it relates to all aspects of service provision.
• Master’s Degree in Healthcare Administration, Public Health, Counseling, Social Work, or related field with minimum 5 3 years’ experience in in a management role in a LIDDA or IDD provider setting OR
• Bachelor’s Degree in healthcare or social services field with minimum 8 5 years’ experience in a management role in a LIDDA or IDD provider setting
• Full Texas licensure in good standing as LPC, LCSW, LMFT, or Licensed Psychologist strongly preferred.
• Experience in management of budgets, design of processes and systems for delivering community-based IDD provider services and/or authority functions, and coordination with a large management structure and stakeholder groups required (resume must reflect experience)
• Direct experience working with individuals with intellectual and/or developmental disabilities required
• Experience in working in a Texas LIDDA preferred
• Must have reliable transportation and valid Texas driver’s license
Salary : $90,100
