We have an immediate opening for an experienced Sr. Program Manager at our Fulton, Maryland site where you will manage a portfolio of programs through all phases of the program life cycle from initial capture efforts to contract completion.
What You Will Do:
Lead small to medium sized multi-functional teams in the day-to-day execution of programs that are focused on software design & development, integration & test, deployment to customer sites, training, and support.
Serve as the primary representative interfacing with customers for these programs, building relationships through transparency, responsiveness and the delivery of high-quality products.
Interface regularly with functional counterparts including Engineering, Finance, Contracts, Human Resources, Operations, Supply Chain, Business Development, Quality, Export-Import and Security as well as with external customers, stakeholders, and teammates.
Develop, implement, and manage Program Management plans, processes, schedules and program controls to ensure successful program execution. This includes scope management, cost/schedule management, Risk and Opportunity Management, Estimate at Complete reporting and on time delivery of all work products.
Produce and present briefings to the Solipsys Leadership Team for program milestone decision “Gates” from capture phases through program completion & closeout.
Develop and execute strategies to grow business through follow-on efforts for existing customers and support capture efforts for adjacent and growth markets.
Participate in the RTX Program Management Training curriculum and achieve Program Management Certification.
Qualifications You Must Have:
Typically requires: Bachelor’s degree and 10 years of prior relevant experience OR Advanced Degree in a related field and minimum 7 years of experience OR In absence of a degree, 14 years of relevant experience is required

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. - Experience leading teams in the performance of programs associated with development, integration, test, and support of software-based systems.
- Experience with tools required for Program Management including Earned Value, Integrated Master Plan/Schedule, Risk & Opportunity Management, Contract Deliverable tracking and program status reporting.
- The ability to obtain and maintain a US security clearance. US citizenship is required as only US citizens are eligible for a security clearance.
- Bachelor’s or Master’s Degree in Science, Technology, Engineering, or Mathematics (STEM).
- Industry Program Management certifications such as PMP, DAU, Defense Acquisition University or similar.
- Strong communication skills, both oral and written.
- Proven innovation and business management acumen.
- Ability to work within a team and lead a team to foster teamwork and trust.
- Agile and Scrum development certifications.
- Leadership development training and certifications
