Description Of Job
About the Work Unit
The Accountant II works in CDOT’s Center of Accounting in Denver. The unit exists to ensure all financial related transactions for CDOT are recorded in compliance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB) standards and all State and Federal rules and regulations. The reconciliation section of the Center for Accounting exists to oversee the daily accounting transactions are recorded into the general ledger of SAP and CORE per the above mentioned standards, rules and regulations.
About The Position
The Accountant II reviews and approves all non-federal aid billing and miscellaneous accounts receivables and provides customer service; serves as the liaison for damage claims between collections services, CDOT risk management, CDOT Head Quarters and regional field offices and any outside contractor; approves SAP general ledger and CORE cash receipts transactions; performs Western Association of State Highway & Transportation Officials (WASHTO) reconciliations and prepares for Accounts Payable (AP); performs various AR/AP and General Ledger (GL) reconciliations on a monthly basis; works directly providing guidance, reconciliations and processes for CDOT divisions that are creating non-federal receivables; provides assistance to supervisor, and assists the accounting positions within the Center of Accounting’s General LedgerManager’s section.

Your duties and responsibilities will include, but are not limited to, the following:
- Perform monthly GL reconciliation and account verifications ensuring all transactional details match the General Ledger in both SAP and CORE.
- Perform quarterly reconciliation between collections service provider and SAP ensuring that all customers including those received from the damage claim billing provider have been turned over to collections are recorded into the collections database and that customer balances match.
- Investigate and troubleshoot discrepancies between the two customer account databases.
- Perform monthly reconciliations between SAP and the Permit Office’s Colorado Oversize Overweight Permitting and Routing System (COOPRS) business for oversize and overweight permit surcharge sales.
- Serve as lead worker of two staff in the Reconciliation Section.
- Serve as reviewer/approver for Reconciliation staff including:
- analyzing and resolving issues per accounting standards and state fiscal rules;
- making daily operational decisions required to ensure accounts receivables, cash, and revenue transactions are recorded accurately and timely;
- reviewing and approving SAP and CORE invoices, cash receipts, documents and customer adjusting entries;
- providing training, guidance and decision making for operational issues that arise from the work done by Reconciliation staff;
- Provide professional accounting and technical guidance to the GL and business office staff regarding CORE, SAP, Excel, Word, electronic imaging, Fiscal Procedures Manual, GAAP, and fiscal rules.
- Reconcile all aging reports that pertain to several GL receivable accounts.
- Follow up with the appropriate personnel on customer accounts that are past due more than 60 days.
- Monitor and maintain miscellaneous and outdoor advertising aging reports ensuring accurate documentation of which customers are turned over to collections.
- Post all payments received by collections on CDOT's behalf to the respective SAP customer accounts on a monthly basis.
- Review all Bankruptcy and cancellation notices received and recommend appropriate action.
- Generate and mail bi-monthly 30 and 60 day past due dunning letters to customer with outstanding balances.
- Perform year-end reconciliation for auditors.
- Act as main liaison to the Damage Claims Contractor and reconcile all invoices data and damage claims payments utilizing knowledge of State Fiscal Rules and Colorado Revised Statutes (C.R.S) to ensure compliance, accuracy, and completeness of data prior to recording damage claim customer revenue.
- Act as main point of contact for the Damage Claims Contractor in responding to all requests for information and assistance pertaining to the damage claims recovery, billing and collections process.
- Work as a liaison between the Damage Claims Contractor and the field assistants within the Regional Maintenance Offices.
- Other job duties as assigned.
- Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.

- AND two (2) years professional accounting experience
