STATEMENT OF DUTIES

Summary of Job Classification:
The Procurement Manager is responsible for developing and managing the Colorado Judicial Department's procurement and vendor management programs.

ADDITIONAL COMMENTS

We are seeking a highly knowledgeable, strategic, and innovative Procurement Manager to lead our procurement operations and play a critical role in optimizing our sourcing strategies and ensuring compliance with procurement fiscal rules. Reporting to the Chief Financial Officer (CFO), the Procurement Manager will lead a team of procurement professionals and collaborate closely with various agency divisions to drive efficiency, achieve cost savings, and ensure the timely acquisition of goods and services essential to our mission.

This position manages two teams in our Procurement Unit:

  • The Purchasing Agent team is responsible for statewide procurement for all Judicial Districts, the Supreme Court and Court of Appeals, as well as the State Court Administrator’s Office. This team also currently provides procurement support and serves in an advisory capacity to some independent agencies within the Judicial Branch.
  • The Vendor Liaison Team provides vendor support, outreach, training, and relationship management, with a primary focus on vendors working with our Probation Departments to provide offender services and treatment.

The successful candidate will lead a team focused on providing exceptional customer service to stakeholders statewide while concurrently developing and executing procurement strategies, adopting innovative procurement methodologies, technologies and best practices that enhance efficiency and transparency, attracting and developing top talent, ensuring compliance with fiscal rules, managing procurement risks while promoting open and fair competition, and managing contracts and supplier relationships.

Coordinate, organize and prioritize assignments and exercise sound independent judgment within areas of responsibility.

Analyze and evaluate highly complex qualifications, bids, proposals, purchase requisitions, specifications and other purchasing-related documents.

Draft clear, well-defined proposals, bids, contract language and agreements consistent with all applicable legal requirements.

Analyze and make sound recommendations on complex technical data and legal requirements associated with contract development and administration.

Evaluate contract and agreement language and documents and make sound recommendations for improvement.

Understand Judicial processes and procedures for divisions and districts across the department.

Conduct financial and cost-benefit analyses and payment calculations, identifying opportunities for improvement.

Prepare clear, concise and comprehensive reports and written materials.

Exercise sound independent judgment within general policy guidelines.

Maintain complete, comprehensive records and files.

Make effective oral presentations to individuals and groups.

ESSENTIAL FUNCTIONS

  • Responsible for the overall management, coordination, and strategic direction of the Judicial Department procurement system, including developing, training on, and implementing procurement fiscal rules.
  • Develop and execute procurement strategies to ensure the timely acquisition of high-quality goods and services at competitive prices.
  • Facilitate the generation and review of purchasing specifications or statements of work and determination of the appropriate solicitation method, coordination of all solicitation documents including Requests for Documented Quote (RDQ), Requests for Bid (RFB), Requests for Information (RFI), Requests for Qualifications (RFQ) and Requests for Proposal (RFP).
  • Manage full cycle procurement process in conjunction with the state’s accounting and procurement system to ensure practices are conducted in an ethical and efficient manner, and in compliance with state statutes and fiscal rules.
  • Coordinate the protest and appeal process for aggrieved vendors and serve as first level of review.
  • Work with the Contracts Management Unit and Legal counsel in contract negotiations and development of final contract with selected vendor.
  • Develop and maintain positive vendor relations management. Serve as the Judicial Department’s highest point of escalation for vendor questions and concerns.
  • Develop procurement rules and procedures in accordance with State and Judicial Department policies, statutes and regulations.
  • Provide guidance and training on proper procurement, and CORE-related practices to Judicial Department staff.
  • Serve as liaison to other state agencies on policy issues and statewide procurement practices. Represent the Judicial Department at procurement-related conferences, on various task forces, and other similar purposes as may be requested or assigned.
  • Keep informed of economic, industrial and other trends that affect market and pricing of services and goods utilized by the Department to stay ahead of procurement challenges and opportunities.
  • Lead and mentor a team of procurement professionals, fostering a culture of continuous improvement and professional development while providing oversight of the work done by both the Purchasing and the Vendor Liaison teams.

Supervisor Responsibilities:
Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for multiple units. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and assists in making decisions impacting the pay, status and tenure of others, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments as needed.

Solicitation methods, purchasing decisions, etc. could lead to litigation or financial impacts to the department. End results determine effectiveness of job performance.

Recognized authority in an area of expertise related to the work. Technical expertise is sought out by others across organization. Incumbent can apply technical skills in a wide and often unpredictable range of contexts.

Fiscal Responsibility:
Position has moderate fiscal responsibility.

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a bachelor’s degree in business, marketing, finance, procurement, contact management or related field.

OR

Additional work experience in these or other related fields may be substituted on a year-for-year basis for the required formal education, with additional work-related experience required.

Work Related Experience:
Six years of work-related experience in procurement with a state, local government, special district or with a similar organization which included preparing and processing complex solicitations, with at least four years as a team lead or subject matter expert.

Physical Demands:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands and fingers and reach with hands and arms. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job included close vision, distance vision, peripheral vision, and ability to adjust focus.

Work Environment:
The noise level in the work environment is usually moderate. This position is subject to varying and unpredictable situations; may handle emergency crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
