Position Summary

The Department of Clinical Sciences at Colorado State University seeks applications for a 12-month full-time Human Resources Manager.

The Department of Clinical Sciences mission is to assure the health and productivity of animals to meet societal needs through high quality educational programs for professional veterinary medical students, graduate veterinarians, and the public through a faculty and veterinary medical center of excellence, and to advance and disseminate comparative biomedical knowledge in an environment of interdisciplinary collaboration.

The HR Manager oversees human resource (HR) operations across four locations on South Campus, supporting over 500 employees within the Department of Clinical Sciences (DCS). This role provides guidance to more than 100 supervisors on hiring / recruitment processes, performance evaluations, employee relations, and other faculty / staff needs related to their employment and membership in the department. The HR Manager must have a strong working knowledge of recruitment / retention strategies as well as university, state, and federal HR regulations. The HR Manager partners with the CVMBS Office of Diversity, Equity, and Inclusion for related guidance in these areas.

A critical aspect of the HR Manager's role is partnering closely with the College of Veterinary Medicine and Biomedical Sciences (CVMBS) Human Resources team to ensure cohesive alignment between DCS and broader college and university HR initiatives. This partnership is vital for maintaining compliance with CSU policies and employment laws while ensuring that HR best practices are applied across all DCS operations. By working in concert with the CVMBS HR team, the HR Manager promotes consistency, transparency, and accountability in recruitment, onboarding, and employee relations, ensuring that HR activities are aligned with both departmental goals and university-wide priorities.

In addition to managing recruitment, retention, compensation, and performance management, the HR Manager serves as a strategic partner to DCS leadership, advising on workforce planning and key HR trends, including turnover and diversity. This role also includes serving as an Equal Opportunity Coordinator (EOC) to CVMBS for Faculty and Administrative Professional searches and acts as the designated approver for the Department Head on routine HR transactions.

The HR Manager reports to the DCS Business Officer and plays an integral role in fostering an inclusive workplace culture, ensuring all HR practices support the clinical, research, and academic missions of the department while complying with institutional standards. Through close collaboration with CVMBS HR, the HR Manager enhances HR operations and ensures seamless integration of department-specific and university-wide initiatives.

This position is expected to work in-person, although a hybrid schedule can be negotiated after an initial training period.

The successful candidate must be legally authorized to work in the U.S. by the time of hire; the Clinical Sciences department will not provide visa sponsorship for this position.

A combination of signing bonus and / or relocation expenses may be considered for successful candidates.

Required Job Qualifications

  • Bachelor's degree from an institution of higher education in Human Resources, Business Management / Administration or a closely related field
  • Five years of progressively responsible professional HR experience reflected in application materials (professional HR certification can be a substitute for 2 years of experience)
  • Demonstrated commitment to customer service and interpersonal skills including the ability to establish and maintain positive working relationships with diverse employment groups at all levels of the organization
  • Proven experience in resolving employee relations and performance management issues, with strong interpersonal and communication skills in both one-on-one and group settings
  • Excellent verbal and written communication skills, with the ability to clearly explain complex information
  • Proficient with HR software (e.g., HCM, TMS, HRIS) and Microsoft Office Suite
  • Experience and preference to work in a collaborative team environment
  • Commitment to and experience with discretion, sound judgment, and handling confidential materials
  • Highly organized, detail-oriented, and adaptable to fast-paced settings with shifting priorities Creative problem-solver with a talent for managing multiple tasks under tight deadlines

  • Preferred Job Qualifications

  • Master's degree from an institution of higher education in Human Resources, Business Management / Administration, or a closely related field
  • Professional Human Resources SPHR or SHRM-SCP certification(s)
  • Supervisory and management experience, preferably of an HR staff / team
  • HR experience in a higher education environment or a comparable medium to large organization, preferably in Human Resources, Public / Business Administration, Organizational Development, or closely related field
  • Experience with the veterinary education environment
  • Experience and proficiency with human resource software, specifically Workday HCM and / or project management systems, such as Monday.com
  • Experience in designing, developing, and managing the implementation of HR-related operating procedures in a high-volume operating environment
  • Experience in talent acquisition and / or executing recruitment strategies and developing position descriptions
  • Experience in employee relations strategies and developing training
  • Experience measuring, monitoring, and analyzing HR key performance indicators (KPIs) and developing metrics for HR related strategic initiatives

  • Manage HR activities within the department by developing and overseeing HR processes and procedures to facilitate efficient and effective service, operation, and compliance with university HR and Equal Opportunity (EO) processes and procedures.
  • Coordinate routine department-level HR activities and set internal deadlines; communicate and disseminate information regarding HR changes, updates and policies to relevant parties; identify and conduct in-house training.
  • Review and approve personnel actions in the University HR system for accuracy, completeness and compliance.
  • Coordinate with DCS Leadership, supervisors and fiscal officers to ensure funding is available for research personnel reappointments or notifications of non- reappointments if no funding is identified.
  • Provide advice and framework for promotional opportunities either requested by supervisors or to ensure conformity with institutional HR policies and procedures.
  • Oversee department leave systems and related documentation, including appropriate compliance and processing for faculty sabbatical requests, and monitoring and reporting of employee leave.
  • Manage Administrative Professional and State Classified performance evaluations within the department and present to the Department Head for review and signature.
  • Coordinate the departmental annual salary raise exercise (SALX) process including equity, special, and promotional salary adjustment requests.
  • Collaborate with the department leadership team on problem solving, operating procedures, work planning, and other management issues, making recommendations for prioritizing and allocating human resources.

  • Provide HR expertise and consultation on employee relations issues across academic and operational departments (~500 employees) in collaboration with CVMBS HR.
  • Serve as a department point of contact as a first level guide for employee relations functions, including mediation, EAP referrals, policy guidance, and supervisor / manager support, fostering an inclusive, accountable, and transparent workplace. Collaborate with CVMBS HR and other university offices for complex situations and as guidance is needed.
  • Collaborate with HR, OEO, Talent Development, Finance, and other departments to support organizational initiatives.
  • Advise on staffing strategies, mentoring supervisors on recruiting, hiring, succession planning, onboarding, and orientation.
  • Lead department partnerships and inclusion strategies, supporting cross-training and mentoring.
  • Develop and assess orientation and onboarding tools for continued relevance and effectiveness.
  • Support employee engagement initiatives and HR policy communication with department leadership.
  • Coordinate with CVMBS HR on FMLA, ADA, and workers' compensation claims, managing related employee relations and performance matters.
  • Support environmental health, safety, and wellness activities within the college and department.
  • Provide HR guidance in meetings, promoting strategic, proactive employee relations practices.
  • Stay updated on HR requirements and best practices, ensuring ethical, transparent communication and confidentiality.
