POSITION SUMMARY

The purpose of this class within the organization is to assist in the planning, coordinating and carrying out judicial administrative matters for the Accountability Court. The work of this position is multi-faceted and involves active management of the Accountability Court in the Superior Court of the Columbia Judicial Circuit.

Work is performed in an office environment but also involves courtroom appearances. Physical demands include intermittent sitting, standing, stooping, walking, bending, stretching, and lifting of objects weighing up to 25 pounds. •

Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of a college level education or equivalent. Sufficient to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having a similar position for one to two years. Possession of or the ability to readily obtain a valid driver's license.


PRINCIPAL ACCOUNTABILITIES

  • Functions as a member of the accountability court team by discussing participants, contributing ideas, and recommending action, and committing him or herself to the program mission and goals and works as a full partner to ensure success.
  • Schedules meetings conducive to the schedule of each accountability court team member.
  • Schedules regular meetings and documents all agreed upon terms of the program structure.
  • Revisits program mission, goals and objectives with team to assure their efficacy and application.
  • Coordinates team consisting of multiple agencies to ensure clear and consistent communication, share goals, and develop strategies to achieve goals.
  • Acts as the contact point between the community and the court to ensure program effectiveness and success.
  • Pursues eligible program participants by reviewing files and discussing potential applicants with the District Attorney.
  • Provides the application and answers program questions to potential participants.
  • Informs community partners of expectations of the accountability court program.
  • Drafts memorandum of understandings for community partners on the accountability court team.
  • Seeks and schedules opportunities to educate the public on the accountability court program.
  • Identifies and recommends potential new team members to ensure competent team members and a successful program.
  • Identifies training opportunities for the accountability court team and ensures team members attend all mandatory training prior to functioning as a team member.
  • Responds to routine requests for information from officials, employees, members of the staff, the public and other individuals.
  • Recommends competent and informed treatment providers to ensure appropriate treatment.
  • Creates an open dialog with treatment providers.
  • Monitors treatment and ancillary services to ensure and maintain best practices..
  • Creates interagency linkages to address participant's ancillary needs in the areas of medical, housing, employment and vocational skills planning.
  • Promotes accountability court philosophy and value by educating employers, housing providers, and other agencies associated with participants on the requirements of accountability court.
  • Provides information and promotes accountability courts to employers, housing provid , and other agencies oµ the·value .of working with participants from the accountability court program. ·
  • Develops and coordinates of the community steering committee.
  • Develops partnerships with lo al recovery community.
  • Develops and coordinates a mentorship program.
  • Works with team members from treatment, community supervision, and law enforcement to create standards for program compliance.
  • Ensures compliance with State and National standards as found at https://cacj.georgia.gov and https://www.nadcp.org
  • Ensures a quality, random, effective accountability testing program and compliance of surveillance officers conducting testing.
  • Informs team members of expectations of their role on the accountability court team.
  • Provides orientation to new team members.
  • Gathers information needed to keep team members informed of participants and expectations.
  • Helps to promote a productive work environment where each team member can particip.11te openly.
  • Screens potential participants for entry into program to determine if they meet the legal and treatment-related requirements.
  • Distributes cases, coordinates court appearances, and manages information in order to monitor workload.
  • Receives and/or prepares reports, correspondence, forms and other documentation; reviews
  • Processes and forwards as appropriate; maintains records
  • Conducts other clerical duties.
  • Enters, tracks, and studies program data using web-based case management tools
  • Maintains files on participants.
  • Compiles statistical data and guides
  • Participates in program evaluation, contract management, preparation and management of Accountability Court dockets.
  • Reviews invoices and submits for payment; monitors financial reports to ensure program's financial success and maintains budget and grant funding.
  • Conducts grant writing for submission and all grant reporting.
  • Sets annual budget for the court and identifies program needs; researches grant opportunities and applies for funding.
  • Performs related work as assigned.


SUPERVISORY FUNCTIONS

This position has supervisory responsibility over one or more Case Managers, interns, and contract staff. The positions may also provide work direction to team members, including law enforcement, to ensure program effectiveness and success.


KNOWLEDGE, SKILLS, AND ABILITIES

  • Requires a Bachelor's Degree in Psychology, Social Work, Criminal Law or closely related field.
  • Requires two years' experience in legal, clinical, or case· management or closely related experience.
  • Must have knowledge or ability to learn the ICON case management system.
  • Must have knowledge of terms, phrases, and concepts that are uniquely associated with courts and judges.
  • Must have knowledge or ability to learn Excel, Word, Outlook, and other standard computer software programs.
  • High level of skill in written and verbal communication.
  • Ability to work autonomously with a full understanding of the assigned judge's goals and plans, also while maintaining the obligations placed upon the court by the U.S. Constitution, Georgia Constitution, statutes of Georgia, and the Uniform Rules of Superior Court.
  • Ability to operate office equipment including computer, word processor, copier, fax machine, typewriter, and calculator. Accuracy is essential. Reasonable speed is also necessary.
  • Ability to deal with public in a professional and courteous manner.
