LOCATION: COLUMBIA COUNTY EXTENSION OFFICE
Provide 4-H Program Leadership under the direction of the WSU County Extension Director. Plan, develop, educate, organize, coordinate, market, implement, and evaluate the comprehensive county 4-H Youth Development Program.
The County Extension 4-H Program Coordinator shall promote all 4-H programs in Columbia County and will be responsible for all project areas. The coordinator shall maintain a volunteer staff and obtain resources as needed to provide age-appropriate learning experiences to meet the needs and interests of youth ages 5-18 (Primary, Junior, Intermediate, and Senior), through effective learn-by-doing programs that teach STEM (science, technology, engineering, math) and develop leadership, citizenship, and life skills.
Programs will be offered through a variety of delivery methods with emphasis areas that include agriculture (from producer to consumer), natural resources, technology, environmental stewardship, leadership, citizenship and personal development.
JOB DESCRIPTION:
The duties (under the direction of the County Extension Director) may include but are not limited to:
1. Be the principle advisor to Columbia County 4-H Leaders Council and Columbia County Youth to promote the application of the 4-H curriculum and other educational materials through youth and adult volunteers.
2. Act as the primary 4-H program contact between WSU/Columbia County Extension Office and county citizens, educational institutions, service groups, and other youth groups.
3. Promote 4-H programs by recruiting volunteer leaders and youth participants in all State 4-H recognized age groups 5-18 (Primary, Junior, Intermediate, and Senior).
4. Represent Columbia County Extension Office through participation at Local, Regional, and State 4-H activities, which enhance the purpose of the position and the program.
5. Maintain detailed record of activities, prepare and submit reports and work with local media.
6. Plan and coordinate with Leaders Council the 4-H presence in the County.
7. Other duties as assigned.
PROGRAM RESPONSIBILITIES:
A. Responsible for providing leadership on planning, conducting, evaluating, and reporting an effective and comprehensive county 4-H youth development program.
1. Market a contemporary 4-H program, recruit, coordinate, train and lead 4-H club leaders and volunteers who work with Columbia County 4-H youth programs while establishing 4-H clubs.
2. Promote civic and service learning projects for Columbia County through a strong 4-H leadership and citizenship program.
3. Enhance all 4-H project areas offered in Columbia County.
4. Plan and coordinate County Fair 4-H presence; Youth Building exhibits, educational displays/posters and other activities, including livestock areas. Participate with the Youth Livestock Sale Committee and the Columbia County Fair Board.
5. Plan and coordinate all other 4-H activities which may include, but is not limited to: Demonstration Days, Food Activities, County Community Service Activities, Quality Assurance Trainings/Programs, Livestock weigh-ins, etc.
6. Provide an annual local awards and recognition program for 4-H members and volunteers in Columbia County.
7. Promote state, regional, and national 4-H opportunities.
8. Pursue outside funding support through grants, donations etc. for the County 4-H Youth Development Program, as needed.
9. Evaluate the quality and impact of 4-H programs. Conduct an assessment of the overall county 4-H program to ensure that state guidelines are being met, established by the State 4-H Youth Development Program.
10. Assist with the Bi-County 4-H Camp Board in their planning and training.
11. Learn and maintain the Washington State 4-H Online enrollment program for Columbia County.
B. Develop and maintain appropriate communications and a working relationship with County Commissioners, City Council, Chamber of Commerce, School District, FFA Advisor, 4-H program sponsors and other educational and public service agencies, associations, and foundations located in the greater Columbia County Area as appropriate.
C. Responsible for Civil Rights compliance, non-discrimination policies, and reporting procedures as designated by the State 4-H Program Director.
D. Responsible for ensuring volunteers comply with WSU COVID Policy.
E. Prepare annually end of year reports and submit a plan of work.
ACCOUNTABILITY:
The 4-H Coordinator will be accountable to the County Extension Director and Extension Office Manager and will work cooperatively with the Extension Office staff and volunteers in a team effort providing leadership for the 4-H program.
QUALIFICATIONS:
· Must be able to meet the public in a courteous manner.
· Must be able to pass a Washington State Patrol background check.
· High School Graduate or GED; Post K-12 education is desired and will be given proper consideration
· Must be proficient with MS Office software.
· Must be able to work under pressure to resolve conflict issues during stressful situations.
· Must possess organizational skills, flexibility, and ability to set priorities while managing multiple tasks.
· Ability to manage irregular hours including; daytime, evenings, nights, and weekends, as needed.
· Demonstrated written and interpersonal communication skills required. This could include but is not limited to; teaching, public speaking and group facilitation.
· Knowledge of, or experience with, WSU Extension programs, 4-H youth development programs and volunteer management strongly desired and highly valued.

PAY AND WORK SCHEDULE:
This position is a 0.30 FTE (about 8-10 hours per week) and will be compensated according to the Columbia County approved pay schedule for a part-time position. No other benefits are included. The successful candidate will be expected to work irregular hours as required for night and weekend meetings and maintain office hours with a portion of hours being eligible for telework as determined by the County Extension Director.
