Summary:
Processes payroll and all related processes and reports thereof, as well as training and directing payroll staff on processes and standard operating procedures - reports to Controller, Full-Time.
Essential Job Responsibilities:
- Lead coordination with HR on processes and improvements to procedures regarding areas where PR and HR interconnect
- Train, direct, correct, and coordinate payroll staff on standard operating procedures for payroll processing and reconciliation, train staff and managers on proper payroll procedures and timesheet completion, as needed
- Prepare and process payroll including auditing time sheets and data entry, and transmitting to payroll company
- Prepare information for direct deposit and process manual checks
- Process all manual employee reimbursements for inclusion in payroll
- Record all payroll information into accounting system and file processed requests
- Enter payroll-related data including staff compensation, garnishments, payroll related taxes, and other deductions as needed
- Enter and track retirement contributions and employer match, medical, life, and disability insurance deductions, premium payments, garnishments, and union dues and all other payroll related benefits/deductions currently or in the future
- Working in common with HR and AP, ensure premium invoices reconcile with payroll records and assist in related GL account reconciliations
- Coordinate with external auditors to complete pension, financial and benefits audits
- Prepare and file all payroll related monthly and quarterly reports not performed by payroll company, including L&I and State Unemployment
- Review and obtain approvals for quarterly and year end IRS withholding reports
- Create various payroll reports and spreadsheets, including GL distribution journal entry
- Transmit payments for all payroll related liabilities in compliance with appropriate deadlines
- Prepare for and request W2’s from payroll vendor annually, ensuring that staff receives forms prior to federal deadlines
- Assist Chief HR Officer with compensation-related issues
- Work on a variety of compensation-related projects such as implementation of system wide and negotiated salary increases, retroactive pay adjustments and PTO buy-outs
- Initiate and coordinate updates to system for codes, rates, regulatory changes on an annual and as needed basis
- Employee account and database management for reimbursement and payroll systems
- Research and respond to all calls and emails on a timely basis
- Provide recommendations for improvement of processes and procedure to improve outcomes for organization and employee outcomes
Non-essential Job Functions:
- Support agency mission, goals, and objectives.
- Attend staff and planning meetings as scheduled.
- Maintain communication and cooperative working relationships both within the agency and community at large.
- Other duties as assigned by Chief Financial Officer.
Education, Licensing and Experience:
- 2-4 years of computerized payroll experience;
- Classes in payroll, accounting and other software desired
- AA in Accounting required.
Competencies, Knowledge, Skills and Abilities:
- Knowledge of compensation administration, group insurance benefit and retirement plans methods and procedures;
- Must be able to work independently;
- Ability to interpret union contracts helpful;
- Knowledge of state & federal laws, rules, and regulations;
- Strong computer skills and familiarity especially with HR/payroll and accounting software programs;
- Ability to communicate effectively, both verbally and in writing, with a customer service-related attitude, including working with employees using discretion, and tact, while maintaining strict confidentiality.
Analyze situations and recommend workable solutions. Ability to coordinate a variety of activities and prioritize work to meet deadlines.
