Under direction, is responsible for analyzing and identifying business needs and coordinating and implementing the required information technology solutions; performs related duties as required.

Possession of a bachelor's degree and two (2) years of experience analyzing, evaluating, and implementing technology systems for business solutions. Substitution(s): Additional years of the required experience may be substituted for the education on a year-for-year basis.
Possession of a valid certificate as a Certified Business Analysis Professional (CBAP) may be substituted for the education and experience.
Knowledge, Skills, And Abilities
Considerable knowledge of current business principles, policies and practices; considerable knowledge of the principles and practices of information technology and project management methodologies; considerable knowledge of the principles of e-commerce; considerable knowledge of the business applications for contemporary software, hardware, and peripherals; general knowledge of programming parameters and systems capabilities; ability to analyze data and make recommendations; ability to comprehend business issues and develop proposals; ability to gather data and interpret relevant data and information; ability to troubleshoot technical issues, problems, and conflicts; ability to use logic and reasoning to solve problems; ability to develop priorities and work sequences; ability to prepare contracts, reports, and documentation; ability to express complex technical concepts effectively; ability to develop good working relationships with coworkers, outside vendors, and consultants; possession of good verbal and written communication skills; possession of good presentation skills.

Duties

- Consults with users to develop an understanding of the needs and documents the requests, expectations, and requirements to implement or improve the business process.
- Acts as liaison between users and technical personnel to determine specifications, feasibility, and affordability of possible solutions; researches and analyzes the software, hardware, and additional technology needed to implement solutions.
- Develops use cases and system design documents, outlines the business process design, and defines the requirements and parameters of proposed solutions using project management tools; prepares and presents cost estimates and projected timelines for implementation.
- Communicates with technical staff, such as applications developers and database administrators, to adapt systems to specific section requirements; identifies potential problems and recommends solutions; manages and monitors project development progress using project management tools.
- Determines functional testing schedules; coordinates testing and implementation with technical staff and section personnel; evaluates testing results for efficiency, effectiveness, ease of use, and fulfillment of objectives.
- Develops and provides instruction and/or documentation to users about the business systems; provides post-implementation reports of reliability, functionality, and efficiency.
- Documents the development, testing, implementation and evaluation of the business systems; completes and/or directs the preparation of reports, training materials, and operational procedures related to the business systems.
- Experience eliciting and decomposing business and technical requirements into user stories and acceptance criteria, product testing and facilitation of user testing.
- Knowledge of Agile/Scrum methodology and have experience using agile project management tools, preferably JIRA, Confluence, and other project tracking software.
- Ability to develop and maintain visual mapping, workflow designs and process documents.
- Experience in Microsoft Technologies Microsoft Projects, SQL, Power BI, Azure, and Azure DevOps a plus.
