This position is responsible for directing and managing operations and activities related to the provision of public transportation.
- Develops and recommends operating, capital, and planning budgets for the department annually; monitors and administers approved budget.
- Manages and directs METRA’s administration, operations, maintenance, planning, and grants, including Dial-A-Ride and Parking Management and Enforcement.
- Carries out supervisory responsibilities; interviews, hires, trains, appraises, rewards, and disciplines employees; plans, assigns, and directs work; addresses complaints; resolves problems.
- Designs and implements departmental policies and procedures.
- Develops and implements short- and long-range transit plans and programs.
- Maintains current knowledge and compliance with federal, state, and local transit regulations and requirements; ensures system adherence to contracts.
- Evaluates property and personal liability claims against METRA; makes recommendations for settlements or seeks legal counsel as appropriate.
- Establishes and maintains relations with the media, the political community, labor, and employees; maintains working relations with governmental agencies and the local metropolitan planning office.
- Administers wage and salary policies and procedures.
- Analyzes work assignments and operations schedules; administers procurement policies and procedures.
- Compiles statistics required to monitor, evaluate, and improve METRA; presents final reports and recommendations to the City Manager, Mayor, and City Council for approval.
- Represents METRA with professional, state, and local associations.
- Directs the Transportation Committee for the Office of Homeland Security.
- Performs other related duties as assigned.
- Knowledge of accepted personnel practices, procedures, and policies, including principles of supervision, training, and performance evaluation.
- Knowledge of local codes, ordinances, and state and federal laws affecting municipalities.
- Knowledge of rules, regulations, and guidelines prepared by state and federal agencies in relation to transportation.
