Summary: 
Colville Fuels LLC is an economic enterprise wholly owned by the Confederated Tribes of the Colville Reservation. The Chief Executive Officer (CEO) serves as a visionary leader, aligning the company’s operations with its strategic objectives and the cultural, economic, and social priorities of the Colville Tribes. The CEO is instrumental in driving sustainable growth, fostering community development, and upholding Tribal integrity and economic prosperity.

Reporting directly to the Board of Directors, the CEO implements the vision, philosophy, and mission of Colville Fuels LLC. Key responsibilities include planning, directing, and coordinating enterprise operations, building a strong management team, and overseeing all Executive and Enterprise General Managers. The CEO ensures operational excellence, efficiency, and quality to maximize profitability and growth. Additionally, the CEO formulates and executes short-, mid-, and long-term strategic plans to optimize revenue and provides the leadership necessary to achieve Colville Fuels’ annual goals and objectives.

Essential Functions:
Strategic Vision and Alignment:

•    Define and execute a strategic plan that prioritizes long-term sustainability and economic growth.
•    Translate the strategic plan into clear, measurable annual goals for both personal and organizational development.
•    Set defined objectives for sales, profitability, market share, and customer satisfaction to ensure ongoing success.
•    Identify and pursue new markets, product lines, and digital channels to expand operations and drive innovation.

Executive Leadership:
•    Build and lead a motivated, skilled team, fostering a culture of respect, inclusion, and continuous learning that reflects the values of the Colville Tribes.
•    Guide the executive team in implementing the strategic plan by setting clear, measurable goals for each functional area and personal development.
•    Create a workplace environment that emphasizes ethical business practices, exceptional customer service, accountability, and inclusivity, all while upholding organizational and tribal values.
Operational Excellence:
•    Oversee Chief Operating Officer ensuring delivery of high-quality services, transparency and exceptional customer experience while promoting profitable operations, revenue growth and economic stability.
•    Support the adoption of effective operational systems and practices that align with strategic objectives and foster innovation and performance improvement.
•    Stay informed on industry trends and operational metrics, using insights to guide business decisions and drive innovation.

Financial Oversight:
•    Oversee the Chief Financial Officer in managing financial planning, budgeting, risk management, and regulatory compliance to maximize economic opportunities for the organization and the Colville Tribes.
•    Collaborate closely with the Chief Financial Officer to ensure transparent financial stewardship and optimize resources across the organization.
•    Facilitate presentation of monthly financial statements to the Board of Directors.

Risk Management and Regulatory Compliance:
•    Collaborate with the Chief Operating Officer and legal counsel to ensure compliance with federal, state, local, and Tribal regulations, upholding both legal and cultural standards in all business activities.
•    Facilitate in the development, implementation, and monitoring of risk management practices that safeguard the organization’s assets and the interests of the Colville Tribes.
•    Present relevant risk management issues to the Board of Directors as they arise, ensuring timely awareness and action.
•    Cultivate a workplace culture committed to health, safety, and environmental standards, maintaining a strong focus on well-being.

Innovation and Sustainable Growth:
•    Identify and pursue growth opportunities that align with and promote environmental sustainability and Tribal economic empowerment.
•    Foster innovation through strategic initiatives, partnerships, technological advancements, and creative marketing and sales approaches, ensuring a competitive edge and sustainable development.

Stakeholder, Employee and Community Engagement:
•    Represent Colville Fuels in community and industry engagements, fostering positive relationships with Tribal leaders, community members, and strategic partners.
•    Develop and maintain strong communication channels and relationships to facilitate ongoing dialogue and collaboration with key stakeholders.
•    Work with the Chief Operating Officer to promote Tribal employment through innovative recruiting strategies, employee engagement initiatives, and the development of training and career advancement opportunities.
Knowledge, Skills & Abilities:
•    Proven success in executive leadership with a deep understanding of strategic planning and operational management, especially within the retail fuels and hospitality sectors.
•    Strong knowledge of Tribal governance, cultural values, and economic strategies, enabling the integration of business objectives with community priorities.
•    Proven track record in financial stewardship, with the ability to oversee complex budgeting processes and ensure fiscal transparency and accountability.
•    Skilled in developing and executing strategic visions that balance commercial success with cultural integrity and community engagement.
•    Exceptional communication and interpersonal abilities, including negotiation, public speaking, and relationship-building with diverse stakeholders, such as the Board of Directors and Colville Tribes leadership.
•    Expertise in driving innovation and sustainable growth through strategic initiatives and partnerships that enhance competitive advantage and economic empowerment.
•    Proven ability to lead and inspire diverse teams, fostering a culture of ethical business practices, accountability, inclusivity, and a strong commitment to health, safety, and environmental standards.
•    Strong proficiency in identifying and mitigating risks, ensuring compliance with laws and standards while safeguarding both organizational and community interests.
•    Excellent analytical skills for interpreting industry trends and operational metrics, translating insights into actionable business strategies.
•    Commitment to cultural sensitivity, actively incorporating Tribal traditions and perspectives into decision-making processes.
•    Decisive and collaborative leadership style, capable of making informed decisions while engaging with partners to promote shared goals and understanding.
•    Ability to harmonize traditional practices with modern business strategies, maintaining integrity and respect for Tribal sovereignty in all operations.
 

Qualifications


Minimum Qualifications:
•    Master’s degree in business administration (MBA) or a related advanced degree, OR bachelor’s degree in business administration, management, finance, OR a related field with five (5) or more years of directly applicable experience in retail fuels, hospitality, OR a relevant industry sector.
•    Extensive experience (10 years) in executive leadership roles, with a proven track record in strategic planning and operational management.
•    Demonstrated understanding of financial management principles and experience overseeing budgeting, forecasting, and financial reporting.
•    Deep understanding of retail trends, customer behaviors, and market dynamics.
•    Ability to develop and implement innovative strategies to drive sales, enhance customer experience, and optimize operational efficiency.
•    Strong knowledge of Tribal governance, cultural values, and community-oriented business strategies.
•    Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders.

Preferred Qualifications: 
•    Significant experience in the retail fuels, hospitality, or relevant industry sector, particularly within a Tribal or community-focused enterprise.
•    Proven success in driving innovation and growth through strategic partnerships and initiatives that emphasize sustainability and fiscal responsibility.
•    Experience working directly within a Tribal governance framework or in collaboration with Tribal councils and community leadership.
•    Advanced proficiency in risk management and compliance, with a focus on aligning business practices with legal and Tribal standards.
•    Demonstrated ability to foster a culturally inclusive work environment that respects and integrates traditional practices into business operations.
Physical Requirements:
•    Most work is performed in a professional office setting and is sedentary, requiring routine walking, standing, bending, and carrying items weighing less than 40 lbs.

Work Environment:
•    Professional office setting. 
•    Some travel may be required.

Indian Preference:
In accordance with the Colville Tribes' policies and applicable laws, Indian preference will be given in hiring decisions. Qualified Native American applicants who meet the minimum qualifications for a position will receive priority consideration.
