Primary Purpose:

Perform general accounting work relating to the preparation, administration, and control of the district financial resources.

 

Education / Certification:

  1. Bachelor’s degree - Accounting or Finance-related field (preferred)
  2. Investment knowledge – PFIA training (preferred) 

Special Knowledge / Skills:

  1. Knowledge of TEA Financial Accountability Systems Resource Guide (FASRG) and governmental accounting and auditing principles established by the Government Accounting System Board (GASB)
  2. Knowledge of State/Federal laws and regulations
  3. Knowledge of district policies and procedures
  4. Good communication skills
  5. Attention to detail
  6. Ability to analyze, evaluate, and interpret financial data, identify issues and recommend improved procedures
  7. Assumes major responsibilities and able to make independent decisions
  8. Understands the importance of fiscal responsibilities and management
  9. Ability to deal with campuses, departments, and the public

 

Experience / Other Requirements:

  1. Professional accounting/budget experience is preferred.
  2. Two years of experience in school business accounting or another governmental entity is preferred.

Major Responsibilities and Duties:

  1. Ensures the District’s accounting systems operate in accordance with the Financial Accountability System Resource Guide and Generally Accepted Accounting Principles.
  2. Prepare and/or review monthly bank reconciliations for all accounts
  3. Maintain investment data, reconcile the investment statements to the general ledger and record the monthly interest earnings
  4. Prepare and analyze monthly journal entries for month end close
  5. Classify, record, and summarize financial data to compile and maintain financial records according to governmental accounting principles and district procedures
  6. Prepare journal entries
  7. Review and verify accuracy of journal entries, accounting methods, and procedures
  8. Prepare income statements, balance sheets, consolidated statements, and other statements and reports
  9. Monitor and reconcile expenditures with budget availability
  10. Set up and maintain account controls, logs, and files
  11. Prepare timely audit schedules and financial statements according to federal, state, and GASB standards
  12. Compile, maintain, and file all reports, records, and other documents required, including auditable records and financial statements
  13. Process and post all deposits for the District
  14. Clear intra-fund payables and receivables
  15. Enter all wire transfers for 3rd parties and book transfers between bank accounts, including all intra-fund transfers for accounts payable and payroll
  16. Assist campuses and departments with financial accounting activities
  17. Establish new checking accounts as needed
  18. Monitor checking accounts daily and run daily balances report
  19. Transmit system check files, manual checks, and voided checks to bank
  20. Distribute interest to student activity fund accounts and scholarship accounts
  21. Monitor previous day activity in activity fund account to verify deposits
  22. Tax account reconciliation and transfers
  23. Run ACH file and Positive Pay files for A/P and Payroll to transmit to the bank
  24. Run payroll remittance and EOM checks & files
  25. Send quarterly unemployment report files
  26. Prepare and posts monthly vending journal entry
  27. Maintain trial balance, cash receipts, journal entries, and other financial reports in Skyward
  28. Enter all new budget codes or changes into the finance system
  29. Run end of the month financial reports
  30. Prepare appropriate documentation including confirmation letters, trial balances, and other schedules for external auditors
  31. Process all debt payments for the district
  32. Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records
  33. Perform other functions and duties that may be assigned
