What are the responsibilities and job description for the District Accountant position at Comal ISD?
Primary Purpose:
Perform general accounting work relating to the preparation, administration, and control of the district financial resources.
Education / Certification:
- Bachelor’s degree - Accounting or Finance-related field (preferred)
- Investment knowledge – PFIA training (preferred)
Special Knowledge / Skills:
- Knowledge of TEA Financial Accountability Systems Resource Guide (FASRG) and governmental accounting and auditing principles established by the Government Accounting System Board (GASB)
- Knowledge of State/Federal laws and regulations
- Knowledge of district policies and procedures
- Good communication skills
- Attention to detail
- Ability to analyze, evaluate, and interpret financial data, identify issues and recommend improved procedures
- Assumes major responsibilities and able to make independent decisions
- Understands the importance of fiscal responsibilities and management
- Ability to deal with campuses, departments, and the public
Experience / Other Requirements:
- Professional accounting/budget experience is preferred.
- Two years of experience in school business accounting or another governmental entity is preferred.
Major Responsibilities and Duties:
- Ensures the District’s accounting systems operate in accordance with the Financial Accountability System Resource Guide and Generally Accepted Accounting Principles.
- Prepare and/or review monthly bank reconciliations for all accounts
- Maintain investment data, reconcile the investment statements to the general ledger and record the monthly interest earnings
- Prepare and analyze monthly journal entries for month end close
- Classify, record, and summarize financial data to compile and maintain financial records according to governmental accounting principles and district procedures
- Prepare journal entries
- Review and verify accuracy of journal entries, accounting methods, and procedures
- Prepare income statements, balance sheets, consolidated statements, and other statements and reports
- Monitor and reconcile expenditures with budget availability
- Set up and maintain account controls, logs, and files
- Prepare timely audit schedules and financial statements according to federal, state, and GASB standards
- Compile, maintain, and file all reports, records, and other documents required, including auditable records and financial statements
- Process and post all deposits for the District
- Clear intra-fund payables and receivables
- Enter all wire transfers for 3rd parties and book transfers between bank accounts, including all intra-fund transfers for accounts payable and payroll
- Assist campuses and departments with financial accounting activities
- Establish new checking accounts as needed
- Monitor checking accounts daily and run daily balances report
- Transmit system check files, manual checks, and voided checks to bank
- Distribute interest to student activity fund accounts and scholarship accounts
- Monitor previous day activity in activity fund account to verify deposits
- Tax account reconciliation and transfers
- Run ACH file and Positive Pay files for A/P and Payroll to transmit to the bank
- Run payroll remittance and EOM checks & files
- Send quarterly unemployment report files
- Prepare and posts monthly vending journal entry
- Maintain trial balance, cash receipts, journal entries, and other financial reports in Skyward
- Enter all new budget codes or changes into the finance system
- Run end of the month financial reports
- Prepare appropriate documentation including confirmation letters, trial balances, and other schedules for external auditors
- Process all debt payments for the district
- Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records
- Perform other functions and duties that may be assigned
