This position is located in the D.C. Commission on the Arts and Humanities. The D.C. Commission on the Arts and Humanities (CAH) is the official arts agency of the District of Columbia. The mission of CAH is to provide grants, programs and educational activities that encourage diverse artistic expressions and learning opportunities, so that all District of Columbia residents and visitors can experience the rich culture of our city.
The purpose of this position is to establish goals and long-range strategic plans, while ensuring that the agency is in compliance with District and Federal government procurement regulatory requirements as well as internal policies, procedures and keeps the agency Director and staff informed of any/all major changes and/or critical issues.
Duties and Responsibilities
Develops, executes, plans, and manages the annual acquisition of goods and services consistent with the overall direction of the DC Commission on the Arts and Humanities (CAH). Keeps the Resource Allocation Officer abreast of all contract and procurement issues and the nature of corrective actions, including assisting with the development, preparation, and administration of the agency's annual administrative budget in order to recommend the most cost-effective and efficient strategies to implement programs that highlight diverse artistry in DC. Provides broad financial advice based on analysis, interrelation, and synthesis of meaningful contracts and procurement data with programming and planning information. Orders contracts, supplies, equipment, and other services in the D.C. Procurement Automated Support System (PASS), arranges for delivery of goods, and distributes appropriately. Handles research of invoices with the Commission's Office of the Agency Fiscal Officer.
Prepares and maintains current acquisition plans that receives and reviews requisitions, supporting documents, and reference materials to determine the requirements of special supply actions. Performs technical supply duties involving the support of activities to include research and collection of information and documentation used to finalize decisions and/or create reports regarding long-range strategic planning. Advises the Resource Allocation Officer and other agency stakeholders on contract and procurement policies, problems, or issues. Collaborates with the Resource Allocation Officer to identify and determine critical procurement actions. Coordinates and advises senior-level program office personnel on the submission of contracts and procurement documents (i.e. specifications and statements of work, in-house cost estimates, government versus contractor performance analyses, justifications, etc.) for the completion of acquisition plans, information technology requirements, as well as full and open competition.
Qualifications and Education
Education: Must have a 4-year course of study leading to a bachelor's degree with a major in any field or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized Experience: Experience involving the performance acquisition work such as planning and carrying out pre-solicitations, evaluations, vendor selections, contract and procurement administration; responsibility for assisting in the development, preparation, review of terms/conditions and other requirements for bid solicitations; preparation and review of requisitions and determination of funds availability; and other related aspects of contracting and procurement assignments.
