Position Duties Include But Are Not Limited To

  • Serves as the administrative and technical expert/advisor on Afloat Recreation programs in matters pertaining to, recreation fund management, procurement, and inspections.
  • Analyzes Quality of Life (QOL) policies, procedures and functional systems in support of mission readiness of the fleet.
  • Develops organizational procedures and policies to improve overall managerial and financial postures of the Afloat Recreation Program and implements the same.
  • Conducts QOL program reviews of Afloat activities to ensure compliance with governing directives and prescribed fiduciary requirements.
  • Develops, maintains and executes CNIC Afloat Inspection Program for approximately 144 Non Appropriated Shipboard Funds. Funds inspected are in excess of $10 million in the assigned area.
  • Presents findings and directs corrective action to the command's policies, operating procedures and practices that are to be implemented by the Commanding Officers and managers of the inspected activities.
  • Monitors inspection scores by location and class of ship to identify current trends and identify corrective actions.
  • Utilizes Afloat Recreation Program Inspection Management System (ARIMS) to analyze inspection results based on a variety of metrics to determine areas needing increased training or policy development.
  • Coordinates with DFS Coordinators in planning and conducting one-day audit board workshops for ships internal audit boards.
  • Assists in the development of and provides technical training to afloat units in the areas of Non-appropriated Fund (NAF) accounting, auditing, procurement, general program administration and fund management.
  • Provides assistance in establishing and improving shipboard QOL programs and in identifying realistic QOL alternatives that will meet the needs of the Afloat Sailor.
  • Prepares and presents briefings, orally and in writing, to personnel at all levels of command including ship Commanding Officers.
  • Boards ships to evaluate spaces dedicated to QOL/Fitness during the inspection process.
  • Reviews needs and evaluates proper funding sources to ensure Afloat QOL programming and service levels remain constant.
  • Acts as liaison between shore stations, Afloat units and CNIC HQ on QOL issues that have an impact on the fleet.
  • Serves as a panel member for applicant interviews, meets with ship/command and civilian employees on a routine basis to provide program support.
  • Serves as a readily available and knowledgeable point of reference for identifying sources and reliable local community vendors for use by shipboard recreation services personnel in procuring necessary recreation supplies and equipment. Assists in the procurement process as required.
  • Serves as course manager and quality oversight agent for CNIC's Afloat Recreation Program Management (ARPM) courses. Tracks course schedules, manages registration process, course rosters, completion surveys, material ordering, train's facilitators and updates course content as needed.
  • Facilitates ARPM course as needed or for training purposes.
  • Conducts CNIC conferences/workshops for Deployed Forces Coordinators, Afloat Recreation Services Officers, Fund Custodians, Afloat Fitness and Recreation Coordinators.

  • Must be willing to relocate to reside within the local commuting area (50-mile radius) of Norfolk, VA.
  • Must be a current Commander, Navy Installations Command (CNIC) Navy NAF employee.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs.A qualified candidate must possess the following:

  • At least three years of specialized experience improving shipboard Quality of Life programs for the Afloat and/or Deployed Forces Support (DFS) programs

A qualified candidate must also possess the following:

  • Knowledge of Navy FFR Management practices, theories and techniques which provide a basis to assist in planning and implementing ashore and Afloat Recreation programs for active duty and family members.
  • Knowledge of Afloat Recreation fund policies, procedures, and regulations.
  • Knowledge of NAF and appropriated fund (APF) funding sources and procedures for securing funding.
  • Knowledge of military organization and function.
  • Knowledge of Navy policies and procedures directing proper administration of Afloat QOL operations.
  • Knowledge of Navy protocol, operational staff organization, and shipboard and shore FFR programs.
  • Knowledge of the Afloat commands' environment, routines, and organizational structures.
  • Ability to effectively utilize limited Afloat/shore resources to assist in design and implement diversified recreation programs in Afloat commands.
  • Knowledge of recreation program administration.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Skill in the use of fleet accounting software.
  • Skill in designing and implementing QOL activities in a complex Afloat work environment.
  • Skill in conflict resolution.
  • Skill in identifying and recommending management improvements.
  • Ability to evaluate and recommend appropriate shipboard fitness equipment that meets Navy Fitness Physical Readiness Test, and safety needs of the whole crew.
  • Ability to interpret and analyze instructions, directives, and correspondence and to apply them to specific situations
  • Ability to identify and solve problem areas.
  • Ability to develop and implement training.
  • Ability to communicate effectively both orally and in writing, with all levels in the chain of command.
  • Ability to work as a team player within the organization.

Education

This position does not have a positive education requirement.

Additional information

This position is located in Norfolk, VA. If selected, relocation to the local commuting area (50 miles) is required. You may qualify for reimbursement of relocation expenses in accordance with agency policy.

Salary is dependent on experience and/or education. Offered salary is inclusive of duty location locality pay.

Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
