Essential Duties & Responsibilities
• Serves as Secretary to the Liquor and Marijuana Licensing Authorities
• Prepares, reviews and make recommendations on agendas and related document packets for the liquor and marijuana authorities
• Takes and transcribes minutes and prepares complaints and findings for authorities
• Prepares legal notices and a variety of correspondence and reports
• Perform complex administrative functions with liquor and marijuana licensing authorities
• Assists liquor and marijuana applicants in all aspects of the licensing process;
• Review, analyze and evaluate highly complex applications for compliance with state statutes, municipal code, and state and local regulations
• Research and interprets statutes, codes, regulations, charter and other documents governing liquor and marijuana licensing to resolve identified issues
• Provide and maintain accurate and up-to-date information on the marijuana and liquor licensing web pages
• Monitor legislation and rule-making relative to liquor and marijuana licensing; analyze impact of pending legislation and provide written analysis to entities lobbying on behalf of municipalities (Colorado Municipal League, Colorado Municipal Clerk's Association); review adopted legislation/rules and make necessary revisions to departmental manuals, documents, processes, etc. to ensure compliance with state law, and, if necessary, drafts ordinances amending municipal code.
• Participate in staff teams dealing with liquor and marijuana issues.
• Participate in professional organizations and external committees as appropriate.
• Receives and reviews new business license applications
• Updates and maintains files and databases for all licensing documents and records
• Prepare and distribute reports on all licensing activity as requested or needed
• Receives, posts, and reconciles payments for all license types
• Provide business license applicants with timely and accurate status reports regarding license applications
• Evaluate procedures and processes of all licensing activity to maximize efficiency
• Assists with main reception duties
• Processes passport applications
• Assist in completing unexpected and/or urgent projects requested by division staff or management
• Establishes priorities and meets deadlines

Minimum Qualifications
High school diploma or GED and at least four years of progressive clerical experience with municipal government and licensing experience preferred. Advanced written communication and business writing skills are required. Must be proficient using Microsoft Office applications including Word, Excel and PowerPoint. An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered. Notary Public for the State of Colorado or the ability to obtain one within six months of employment.

• Solid knowledge of principles of business letter writing and basic report preparation
• Knowledge of legal publication requirements
• Knowledge municipal government functions and role of City Council and the City Clerk's office
• Knowledge of office procedure, filing methods, office computer technology, and data entry
• Skill in communicating with a variety of individuals and groups over the phone and in person in an effective and concise manner
• Skill to type at a speed necessary for successful job performance
• Ability to read, understand and complete written requests and work assignments in accordance with schedules and deadlines
• Ability to learn and apply new skills that promote excellent performance
• Ability to adapt to changing priorities and deadlines
• Ability to establish and maintain effective working relationships with City Council members, other employees, and the public
• Ability to remain calm while working in a fast-paced office with constant interruptions
• Ability to work successfully in a team-oriented environment
Equipment Used, Work Environment and Physical Activities
• Driving: May need, or have ability, to drive a city or personal vehicle in the normal course of business
• Office Equipment: Daily use of computer, keyboard, copier, scanner, printer, calculator, phone. Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel, imaging software
• Other Equipment: None
• Physical Activities: Sits for long periods of time; light physical activity that may include walking, standing, stooping, bending, reaching, lifting and carrying
• Lifting: Ability to lift, carry, and exert up to 25 pounds
• Vision and Hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation and respond to verbal inquires
• Exposure to Environmental Conditions: Position generally works in an office setting with overhead lighting and long periods of screen time
• Schedule: Position generally scheduled Monday - Friday. May require attendance at evening meetings, council sessions or after-hour events
