DEPARTMENTAL OVERVIEW: Department of Public Works

The Caroline County Department of Public Works maintains the County’s infrastructure including roads, bridges, drainage, public buildings, fleet, and heavy equipment. The Department is divided into three major divisions: Roads, Facilities, and Central Shop. The Roads Division maintains over 400 miles of paved and tar-and-chip roads and about 78 miles of unpaved roads. This includes maintaining bridges, culverts, roadway shoulders and signs. The Facilities Division takes care of nearly 280,000 square feet of County buildings. The County’s fleet of vehicles and heavy equipment represents about $14 million of equipment.

DEFINITION:

The County Roads Worker is a full time, safety sensitive position in the Public Works Department. Depending on the needs of the Department, the employee may be assigned to any of the three Divisions and reassigned as operational needs change. An employee working in this class specification will work under the general supervision of a crew leader doing a wide range of tasks including but not limited to road and bridge maintenance, equipment maintenance, building repairs and maintenance, and general laborer work.

This position is Non-Exempt and eligible for overtime in accordance with the FLSA.

EMERGENCY OPERATIONS:

Under the Caroline County Personnel Rules and Regulations, the County Roads Worker position is designated as “Operations.” This means the employee is required to report to work during emergencies including severe weather events. The position is also subject to “call back,” an order to return to work to complete essential duties.

PERFORMANCE EVALUATION:

Performance will be evaluated periodically in accordance with the County’s Personnel Rules and Regulations and guided by mutually-agreed upon work goals established by the employee and the employee’s supervisor. The normal probationary period for the position is six (6) months; however, this may be extended.

CAREER PATH:

One goal of the County Roads Worker position is to develop qualified workers to advance within the Roads, Facilities, or Central Shop Divisions. Advancement will depend on the employee’s ability to master the required skills, obtain necessary licenses or permits, and availability of openings.

EXAMPLES OF WORK:

The following examples are meant to be illustrative rather than comprehensive:

  • Haul personnel, or materials such as sand, gravel, shells, and
  • Ensure assigned equipment is properly
  • Perform preventive maintenance on assigned vehicles and/or
  • Plant, cut and trim vegetation and trees to maintain roadway line-of-
  • Clean ditches and culverts with equipment and/or hand
  • Maintain traffic (flagger) at roadway construction
  • Assist in the general maintenance of roads including sweep intersections, removing trash, and providing general assistance in road construction and maintenance.
  • Participate in snow removal operations; respond to weather emergencies to ensure County roads are useable; sand
  • Install road signs and replace
  • Clean vehicles, equipment, buildings, and
  • Perform such other duties as may be
  • Rough carpentry, electrical, plumbing, HVAC or other work in the skilled
  • Building and facility
  • Automotive or heavy equipment maintenance and

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

This is a semi-skilled position where the employee will be expected to learn many of the required skills on the job or through assigned training courses. The employee will be expected to perform productive work while learning necessary skills.

Applicants for the position must adhere to both written and oral instructions in the English language, read and write messages and work orders in English.

Applicants must demonstrate basic working knowledge in one or more of the below areas:

  • Road construction and maintenance.
  • Work safely at all times.

Proficiently operate vehicles including but not limited to:

  • Four-wheel drive trucks
  • Dump trucks
  • Front end loaders
  • Mowers and tractors
  • Snowplow, and sanding equipment
  • Forklift
  • Pull and back trailers

Proficiently operate power equipment such as:

  • Chain saws
  • Power hand tools
  • Air Compressor
  • Woodchippers
  • Jackhammer
  • Plate Tamper
  • Jumping Jack
  • Asphalt saw
  • Weed eater
  • Water pumps
  • And other construction equipment needed to perform a variety of road maintenance tasks

Use hand tools such as:

  • Shovels
  • Rakes
  • Sledgehammers
  • Loots
  • Mechanics tools
  • And other tools as needed to complete task

Applicants must demonstrate ability to secure necessary licenses and permits with six (6) months of employment. Applicants must be willing to wear assigned uniforms and personal protective equipment (PPE) such as but not limited to:

  • Safety Boots
  • Eye protection
  • Hearing protection
  • Class 2 or 3 outer layers
  • Chaps
  • Hard hat
  • Any other PPE required by OSHA, MOSH, or required by Caroline County

Applicants must be willing to work assigned hours and schedules and to work extended hours during periods of emergency.

Applicants must demonstrate ability to maintain good working relations with fellow workers, supervisors and the public.

ESSENTIAL FUNCTIONS:

The Employee in this position must be able to:

  • Read, understand, and recall manuals for any equipment required to
  • See effectively at night or in dim light, see low contrast or “camouflaged” objects such as pipes in the ground and demonstrate peripheral vision and depth
  • Hear normally or have hearing corrected with hearing
  • Demonstrate a sense of
  • Demonstrate the ability to speak clearly and
  • Pull, push, lift and carry seventy-five (75) pounds for 50 feet 3 times in 15 Minutes
  • Stand or sit for periods in excess of one
  • Walk a mile at a brisk (3 mph ) pace without becoming out of
  • Climb onto and into automotive, heavy equipment, truck body 3 times in 5 minutes
  • Climb and descend from a 12’ ladder 3 times in 5 minutes
  • Jump down from a height of two (2)
  • Kneel for at least 15
  • Crawl on back and/or stomach for a distance of at least 25
  • Work on an item on the floor for 15 minutes
  • Complete a DOT walk around including checking all fluids, checking slack adjusters, checking drive shaft and under
  • Determine if an item is hot, cold or
  • Grasp items with either or both
  • Solve moderately difficult
  • Write a concise statement of a problems and its recommended solution
  • Work outside during inclement
  • Demonstrate manual dexterity sufficient to operate assigned

MINIMUM EDUCATION, TRAINING AND EXPERIENCE:

Graduation from a recognized high school or be in possession of a General Education Equivalency Certificate (G.E.D.) acceptable to the Superintendent of Schools for Maryland

REQUIRED LICENSES AND CERTIFICATIONS:

Maryland Class “B” CDL with tanker, air brakes, and manual transmission endorsements (or equivalent). Maryland Public Agency Roadside Tree Care Certificate.

ATSSA Flagger Training Certificate

CONDITIONS OF EMPLOYMENT:

Substance Abuse Test: Must pass a pre-employment urinalysis test for designated controlled dangerous substances. Criminal Background Check: Must pass a Criminal Background Check as defined in Chapter 1 of the Caroline County Personnel Rules and Regulations.

Essential Functions: Must be able to execute the "Essential Functions" listed in this Class Specification at the time of hire and while employed in this class series, unless a request for accommodation under the Americans with Disabilities Act is received and granted.

Driving Record: May have no more than four (4) points on driving record at the time of hire and while employed in this class series.

Personnel Rules and Regulations: Must comply with the terms of the Caroline County Personnel Rules and Regulations, including the Substance Abuse Policy, while employed in this class series.

DESIRABLE ADDITIONAL QUALIFICATIONS:

Maryland Class “A” CDL with endorsements.

SALARY: $39,129 - $56,084, based upon experience.
