DEPARTMENTAL OVERVIEW: Department of Recreation and Parks
The Caroline County Department of Recreation and Parks maintains the County's public recreation facilities and open space including athletic fields, boat ramps, public playgrounds, landscaped and natural areas, trails and a Community Center. The Department is divided into three major divisions: Parks, Program Services and Administration. The Park Division maintains over 290 acres in community facilities, including waterways.
DEFINITION:
This is a skilled technical position within the Department of Recreation and Parks, Parks Division. Primary duties include a wide range of tasks including but not limited to facilities maintenance and repair, turf management, horticulture and landscaping, lawn care, playground inspection, waterway clearing and general labor.
An employee in this position works for Recreation and Parks and receives general supervision from the Parks and Capital Project Manager and/or his/her designee. Hours are scheduled to meet the public needs and requirements and may include evening and weekend hours. Work is performed without close supervision but is reviewed in progress and upon completion. The work environment is characterized by conditions which may be dusty or dirty, and may include disagreeable odors, some hazardous conditions, and heavy lifting. Position is subject to call out in emergencies
This position is and for overtime in accordance with FLSA.
EMERGENCY OPERATIONS:
Under the Caroline County Personnel Rules and Regulations, the Park Maintenance Tech position is designated as "Operations." This means the employee is required to report to work during emergencies including severe weather events. The position is also subject to "call back," an order to return to work to complete essential duties.
PERFORMANCE EVALUATION:
Performance will be evaluated periodically in accordance with the County's Personnel Rules and Regulations and guided by mutually-agreed upon work goals established by the employee and the employee's supervisor. The normal probationary period for the position is six (6) months; however, this may be extended.
CAREER PATH:
The primary goal of the Park Maintenance Tech Worker is to assist with the maintenance and repairs of parks and facilities within the County. Advancement opportunities will depend on the employee's ability to master required skills and availability of openings.
EXAMPLES OF WORK:
The following examples are meant to be illustrative rather than comprehensive:
- Work safely at all times.
- Wear Personal Protective Equipment (PPE) as required.
- Perform routine maintenance and repair of parks buildings, structures, and facilities including but not limited using hand tools and power tools; painting structures, repairing woodwork with appropriate tools; repairing plumbing fixtures; repairing plaster; laying bricks; building sheds and other outside buildings and facilities.
- Supervise private contractors including skilled and semi-skilled laborers and custodial services.
- Supervise small crews or assigned staff as needed; assure compliance with work and safety rules and regulations; inspect and recommend improvement of work methods. File reports of completed assignments; complete and submit other reports as necessary.
- Request, receive, and complete work orders.
- Maintain grounds of parks facilities.
- Maintain daily records of work activities and equipment operations.
- Inspect park facilities for maintenance and safety issues and report any issues to supervisor.
- Read and follows maintenance schedules for County equipment.
- Work individually or as a part of a team on parks facilities maintenance projects including rough carpentry, framing, electrical, plumbing, drywall, painting, cleaning and/or moving.
- Assist the Parks and Capital Project Manager or other staff with assigned tasks.
- Operate equipment and perform laborer/motor equipment operator functions when temporarily assigned to Road Division.
- Perform other duties as may be assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to use hand and power tools safely and effectively.
- Ability to perform routine maintenance operations and repairs without immediate supervision.
- Ability to follow oral and written instructions.
- Ability to do necessary mathematical calculations including measuring.
- Ability to write effective reports.
- Working knowledge of current weed control measures as required by the Maryland Department of Agriculture.
- Ability to maintain a positive working relationship with other employees and with members of the general public.
ESSENTIAL FUNCTIONS:
The Employee in this position must be able to:
- Pass the State of Maryland Motor Vehicle Operator's examination without restrictions, other than eye glasses or contact lenses and to maintain a valid license.
- Read, understand, and recall manuals for any equipment required to operate.
- See effectively at night or in dim light, see low contrast or "camouflaged" objects such as pipes in the ground and demonstrate peripheral vision and depth perception.
- Hear normally or have hearing corrected with hearing aid.
- Demonstrate a sense of smell.
- Demonstrate the ability to speak clearly and politely.
- Lift, pull, push up to seventy-five (75) pounds.
- Carry up to fifty (50) pounds for a distance of up to 25 yards without resting.
- Stand or sit for periods in excess of one hour.
- Ability to walk without a break for one mile
- Climb onto automotive or heavy equipment.
- Climb and descend from a 12' ladder.
- Jump down from a height of two (2) feet.
- Kneel for at least 15 minutes.
- Crawl on back and/or stomach for a distance of at least 25 feet.
- Pick up or work on an item on the floor.
- Determine if an item is hot, cold or slippery.
- Grasp items with either or both hands.
- Solve moderately difficult problems.
- Write a concise statement of a problem and recommended solutions.
- Work outside during inclement weather.
- Demonstrate manual dexterity sufficient to operate assigned equipment.
MINIMUM EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited recognized high school or be in possession of a General Education Equivalency Certificate (G.E.D.)
REQUIRED LICENSES AND CERTIFICATIONS:
Maryland Class "B" CDL with endorsements or the ability to obtain such license within six (6) months of employment.

CONDITIONS OF EMPLOYMENT:
