The Housing Resource Center (HRC) Coordinator is responsible for the day-to-day management of the HRC program. They collaborate with the Housing Services Director and other community stakeholders to ensure the HRC is providing robust support and resources to those we serve. This includes staying up to date on current and future needs of the community we serve and recommending service and resource updates as needed to continue to expand prevention services. They are directly responsible for supervision of the Housing Navigation and Financial Resource team members. Essential Functions/Responsibilities • Plan, coordinate and manage housing resources and services for families and individuals at risk of or currently experiencing homelessness. • Manage and oversee the Housing Resource Center operations. This includes direct supervision of the Housing Navigator, Resource Specialist, and Program Receptionist positions. • Identify training and development opportunities to continually improve upon our service to our clients. • Provide crisis intervention and support on an as needed basis. • Build and maintain relationships with landlords to facilitate positive collaboration opportunities and increase housing options for clients. Represent client needs and establish open communication regarding clients. • Partner closely with the Housing Services Director to establish program goals and expectations in alignment with organizational strategic goals. • Partner closely with the Housing Services Director to develop and implement housing resource center policies/procedures to ensure clear and objective standards for service delivery; ensure current procedures are in accordance with agency policy, state and federal laws, and grant requirements. • Collaborate with external community partners to support a coordinated, interagency service model for clients. Represent COTS in regular community meetings included but not limited to, weekly coordinated entry meetings, local and statewide continuum of care meetings, and monthly Family Unification meetings. • Oversee the referral process for and allocation of COTS Private and Opportunity Fund, as well as HRC client service funds. • Manage HRC data entry into both COTS HMIS and the state-wide HMIS. • Facilitate weekly Housing Review Team meetings and track community HOP fund allocation. • With the Housing Services Director, develop and manage the annual program budget, establishing key program goals. • Establish annual goals and outcomes that are aligned with HRC funding objectives and COTS agency-wide goals. • Collaborate closely with other COTS programs, DCF Reach Up and Homeless Healthcare Project, and Veterans Administration; work with agency partners to resolve problems, collaborate, and exchange information. Attend weekly COTS Shelter Program meetings as needed. • Responsible for timely processing and submission of applicable grant reporting, including quarterly HOP and Reach Up reporting. • Research and develop outreach and education programs on Housing Resource Center services tailored to community partners and landlords for purposes of expanding HRC reach and relationships. • Participate in and support the weekly COTS Housing Support team meetings. • Foster a positive and supportive work culture for your team and others. Maintain a visible presence within the organization. • As needed, represent COTS at community, fundraising, and legislative events, providing program perspective and insight. • Represent COTS in local and statewide continuum of care meetings and forums. • Assist the Housing Services Director with outreach and advocacy as requested. • Attend professional development and training opportunities as provided. • Attend program and organization wide staff meetings. • Other duties as assigned. Knowledge, Skills, and Abilities • Strong verbal and written communication skills. • Ability to work with individuals from diverse backgrounds, including individuals with mental health, medical, substance use and employment issues. • Advanced computer literacy skills required, including the ability to manage HMIS and other related systems, and navigate the Medicaid billing system. • Ability to read and understand housing laws, regulations, contracts, and other documents. • Strong teamwork and collaboration skills. Includes the ability to collaborate effectively with outside partners, vendors, and others. • Ability to represent COTS professionally in local and state meetings and events. May require occasional travel within the state. Ability to present and speak to large groups. • Ability to work independently and autonomously. Strong organizational and time management skills. • Ability to maintain confidentiality and professional boundaries. Required Education & Experience • Minimum of three years of experience in a human services role required; prior experience in housing services and program management strongly preferred. Minimum of one years of leadership experience required. • High school degree or equivalent required; Undergraduate degree in Social Work, Criminal Justice, Public Policy, or other related field highly desired. • Demonstrated experience building and implementing programs required, including advanced planning and coordination. • Demonstrated ability to handle conflict and crisis management required. • Prior experience working with individuals experiencing homelessness is preferred. Knowledge of tenant and project-based subsidies and low income housing tax credits, as well as general knowledge of community resources and opportunities for those experiencing homelessness is strongly preferred.
