Salary Range: $95,000 - $100,000 Per Year
Commonbond invites qualified candidates to apply for our Director of Supportive Housing role at our Central Office located in Saint Paul, MN. The Director of Supportive Housing leads change management and continuous quality improvement across all areas of Permanent Supportive Housing (PSH) as the division grows in structure, size, and scope. They will be a subject matter expert in PSH across all geographies CommonBond serves, which includes Minnesota, Iowa, Wisconsin, and South Dakota.
ESSENTIAL JOB FUNCTIONS AND ASSOCIATED TASKS
LEADERSHIP
- Provide operational leadership to ensure a harm reduction, trauma-informed, Housing First framework in PSH context.
- Engage with industry leaders to identify trends and best practices related to Permanent Supportive Housing.
- Design and implement best practice models that ensure program compliance, sustainable systems, organizational learning, and resident stability.
- Ensure high quality services and programs that promote housing stability, adherence to policies and procedures, adequate staffing models, sound financial management, and compliance with funder requirements.
- Lead a cooperative work approach and promote a collaborative and integrated culture among the housing and supportive services staff members as well as those who support their work from other areas within the organization.
- Represent CommonBond in local coalitions and boards, including CoCs.
- Support strategic planning and implementation of new and evolving revenue opportunities, such as Housing Stabilization Services through Medicaid.
- Stay informed about industry best practices and utilization of program design tools/methodologies to continuously work towards Continuous Quality Improvement (CQI) goals.
- Ensure all programs and services have a defined service delivery model operating within the construct of CommonBond’s mission, vision, and values, and that all programs focus on person-centered services that are trauma-informed, strength-based, and culturally relevant.
- Identify service gaps and recommend program and policy options for addressing unmet needs.
- Provide objective, honest feedback to staff that is relevant, useful, and leads to improved performance; review employee performance on an ongoing basis and complete annual reviews.
- Provide job enrichment, coaching and personal development feedback to staff as appropriate to achieve performance improvement and develop professional growth plans and opportunities for staff.
- Plan and facilitate meetings using an efficient, results-oriented model that produces desired outcomes.
- Promote high standards of practice in creation of and adherence to agency policies and procedures.
- Develop and maintain Supportive Housing policies and procedures in areas of responsibility, ensuring alignment with CommonBond policy.
SERVICE DELIVERY MODEL DEVELOPMENT
- In collaboration with the Director of Services and the Acquisition and Development team, partner on housing project applications to plan appropriate and funded service delivery models, including internal service provision, third party service providers, and acting as third-party providers for other developers.
- Serve as the lead staff member from Advantage Services on interdepartmental teams for new housing communities. Act as a liaison to development efforts, engaging other Advantage Services staff at key junctures.
PROGRAM EVALUTION
- Lead the team in a data driven evaluation and continuous improvement/learning culture where metrics are set annually and reviewed monthly.
- Develop and monitor metrics focused on Permanent Supportive Housing (housing stability, positive and neutral exits, program compliance, vacancy rates, etc).
- Collaborate with database team to ensure dashboard of reports captures outcomes demonstrating the impact of Advantage Services.
- Develop and implement ongoing strategies to collect information on resident needs and satisfaction.
- Provide strategic consultation to managers and teams on improving resident outcomes and opportunities.
- Participates in local, regional, and state-wide task forces, committees, coalitions, and projects, as assigned.
- Monitor key data in HMIS, ETO, and Yardi, and ensure successful and timely completion of all reports and audits related to PSH.
RESOURCE DEVELOPMENT &FINANCIAL MANAGEMENT
- Develop and monitor budget for areas of oversight including close collaboration with Resource Development and Finance on new revenue sources, and meeting revenue and expense goals.
- Assist managers in building budgeting and financial management skills. Ensure managers on team closely monitor expenses to align to budget goals.
- Monitor the Housing Support Program
- Monitor financially sustainable growth of the Supportive Housing model on behalf of the organization.
- Collaborate with Resource Development on identifying funding strategies, submitting funding proposals, and ensuring compliance with funder agreements and contracts.
RELATIONSHIP MANAGEMENT
- Oversee and manage third-party supportive housing services contracts with public and private agencies.
- Identify areas where resident needs combined with CommonBond priorities would suggest opportunities for partnerships with other organizations.
- Seek out strategic partnership opportunities with mission aligned organizations in identified areas of need with a focus on mental and chemical health needs.
TEAM PARTICIPATION
- With other Housing and Services Directors, coordinate and lead Housing and Services Managers meetings.
- Demonstrate a positive and collaborative team approach by providing team direction and encouraging trust and cooperation.
- Promote problem solving and collaborative work within Housing and Services staff and all other business areas.
- Participate in Advantage Services leadership team and CommonBond Communities Leadership contributing to discussions, actions and projects.
PROFESSIONAL DEVELOPMENT
- Develop and implement an annual professional development plan for continuous learning and training.
- Contribute to the training and professional growth efforts of the Advantage Services team and those of other departments as requested.
MINIMUM REQUIREMENTS
- Bachelors’ degree in related field and at least five years’ experience in a related field.
- Five years of Human Services program development, leadership and management experience.
- Four years of experience leading and supervising a professional staff.
- Experience implementing and monitoring the Housing Support Program/GRH in Minnesota.
- Experience working with populations of diverse age, income, race, ethnicity, national origin and ability.
- Experience establishing, measuring and analyzing program outcomes and impact.
- Financial management skills.
- Familiarity with public and private grants and contracts
- Participative management style, supportive of team development.
- Desire and ability to effect change.
- Excellent interpersonal, verbal and written communication skills.
- Be Certified in CPR and First Aid or have the ability to become certified within six months of starting position.
PREFERRED REQUIREMENTS
- Masters’ degree in Social Work or related field.
- Ten years of Human Services program development, leadership and management experience.
- Licensed Mental Health Professional.
- Knowledge, background and experience related to affordable housing with services.
- Five years of successful fund development experience.
- Budget preparation and cost containment experience.
- Active involvement in professional organizations.
- Knowledge of evidence based practices related to Supportive Housing, Mental/Chemical Health.
- Experience in Supportive Housing.
PHYSICAL REQUIREMENTS
- Ability to sit for extended periods of time.
- Ability to lift, carry, push and/or pull up to 50 pounds
- Ability to file documents.
- Ability to enter data into a computer.
- Ability to interact verbally with internal and external audiences.
OTHER REQUIREMENTS
- Must be willing and able to travel between sites within CommonBond geographic footprint.
