The Kentucky Department for Public Health is looking for a highly qualified program manager to lead the Kentucky Tobacco Prevention & Cessation Program. This person will be responsible for the strategic oversight of this statewide program, including managing a federal grant and a motivated team of professionals.
The Tobacco Prevention & Cessation Program manager supervises five full-time employees, administers contracts with a range of partners across the state, and coordinates with other teams within the Health Promotions Section and Chronic Disease Prevention Branch.
The program's scope includes supporting schools to prevent youth vaping, helping Kentuckians access no-cost resources to help them quit smoking, collaborating with employers and healthcare providers, empowering communities to address exposure to secondhand smoke and secondhand aerosol, providing technical assistance to local health departments, and much more.
This position coordinates efforts with the Centers for Disease Control & Prevention and partners from across the state.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee.

Responsibilities And Duties
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in a health care facility, a community-based health care program, an institutional health care program, any health program administration, pharmacy technician, social work, public health, population health, emergency management services, emergency medical technician, paramedic, or related field.
Substitute EDUCATION for EXPERIENCE: A master's degree in public health, or a health-related field (such as human services, psychology, nursing, health administration, substance abuse, special education, rehabilitation, social work, sociology, or related field) will substitute for two years of the required experience.
Substitute EXPERIENCE for EDUCATION: Additional professional experience in a health care facility, a community-based health care program, an institutional health care program, any health program administration, pharmacy technician, social work, public health, population health, emergency management services, emergency medical technician, paramedic, or related field will substitute for the required education on a year-for-year basis.

Responsibilities And Duties
- Provide strategic oversight and planning for the program;
- Perform as an essential team member of the Division of Prevention & Quality Improvement, the Chronic Disease Prevention Branch, and the Health Promotions Section responsible for budgetary, contract and personnel activities as part of the program;
- Administer program budget and reporting requirements, including federal grants;
- Collaborate with the Health Promotions Section supervisor on policies related to the function of the program;
- Provide overall management of staff including supervision and monitoring of program status through reports, staff meetings and onsite visits;
- Represent the program in leadership meetings and meetings with stakeholders;
- Review relevant state and federal policy and evaluate the impact of policy on the program;
- Evaluate the performance of employees, oversee work schedules and ensure efficient and effective program operations;
- Request and oversee the preparation of grants and statutory reports and the maintenance of required records;
- Interpret and enforce rules and policies.
- Outstanding organizational and planning abilities;
- Excellent written and verbal communication skills;
- Proficiency in Microsoft Word, Excel and PowerPoint;
- Budget development, budget management and grant writing skills are a plus;
- Previous supervisory or management experience.
