Description
The Kentucky Horse Racing Commission (KHRC) is an independent agency of state government charged with regulating the conduct of horse racing and pari-mutuel wagering on horse racing and related activities within the Commonwealth of Kentucky. The KHRC is a leader in the welfare of horse and rider and the safety and integrity of horse racing.
We are looking for a Human Resource Specialist III to join our team of highly skilled professionals. As a HR Specialist III you will perform professional support to the KHRC in the areas or personnel management and employee benefits and services.

We are looking for a Human Resource Specialist III to join our team of highly skilled professionals. As a HR Specialist III you will perform professional support to the KHRC in the areas or personnel management and employee benefits and services.
Responsibilities include, but are not limited to, the following:
- Provides technical assistance to management regarding personnel administration.
- Submits action packets to cabinet for review, approval, and processing. Reviews and audits internal agency file for agency required training and travel.
- Gathers information for performance evaluations and disciplinary information for further review. Performs time administrator duties for payroll/error report.
- Liaison between cabinet and department employees. Coordinate education and training programs including outside training required by agency.
- Counsel’s employees and management on performance evaluation procedures. Audits for accuracy and compliance with evaluation regulations. Coordinates special projects such as revisions to agency procedures related to personnel.
- Performs other duties as assigned.
- Knowledge and Experience in KHRIS/My Purpose
- Experience in eMars and Travel reimbursement, helpful

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in personnel administration.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year for year basis. Prior military experience will only substitute if the individual received an honorable discharge, discharge under honorable conditions, or a general discharge.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Incumbents working in this job title perform duties in an office setting. Occasional travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
