The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has six Divisions, Division of Regulated Child Care, Division of Health Care, Division of Telehealth Services, Division of KY Health Information Exchange, Certificate of Need, and Division of Audits and Investigations. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of complaints for the Cabinet. The Human Services Surveyor position inspects and investigates healthcare facilities and services to determine compliance and violations with state and federal regulations. This position is responsible for preparing comprehensive reports and submitting complete packets for review. This position determines compliance through interpretation of regulations and follows division guidelines, policies, and procedures. Extensive travel, some weekend work, and overnight stays are required for this position.

Minimum Requirements
EDUCATION: Graduate of a college of university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in emergency medical services, a health/human services program or two years of experience in inspection/investigative work or a combination of both or a related field.
Substitute EDUCATION for EXPERIENCE: Additional professional training in health services, human services, social work, or a related field will substitute for the experience on a year for year basis.
Substitute EXPERIENCE for EDUCATION: Additional experience in the above fields, or a related field, will substitute for the required college on a year for year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

Work is typically performed in an office setting. Investigates complaints and provides consultation to health and social service providers. Some travel is typically required.

Responsibilities include, but are not limited to, the following
- Conduct inspections of healthcare facilities and services for licensure and certification purposes.
- Investigate complaints of regulatory violations in healthcare facilities.
- Participate in conferences, webinars, and other types of mandatory and optional training to improve knowledge and skills related to regulation of healthcare facilities.
- Create written documents detailing findings of non-compliance in healthcare facilities and descriptions of information gathered and final determinations related to complaint investigations.
- Prepare comprehensive reports and submit complete and correct packets.
- Participate in conferences, webinars, and other types of mandatory and optional training to improve knowledge and skills related to regulation of healthcare facilities.
- Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds and in diverse settings.
- Ability to be flexible with work schedules, work assignments, and overtime needs.
- At least 4 years of experience working in the healthcare field, preferably in a healthcare facility or service. Licensed Practical Nurse preferred.
- Excellent writing and speaking skills.
- Proficiency with use of computers, tablets, smart phones for daily tasks.
- Ability to travel, as needed, mostly in Kentucky. Rare occasions of travel to other states may be required.
- Physical ability and energy to traverse large healthcare facilities for extended periods of time during surveys and inspections.
