The Department of Workplace Standards, Division of Occupation Safety & Health (OSH) Compliance, seeks an OSH Safety Program Manager in the OSH Compliance Health Branch. This position will manage the Kentucky Occupational Safety and Health program statewide, including safety inspection and investigation compliance.

This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgments, follow all policies, and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Duties of the position include, but are not limited to, the following:
  • Reviews and manages case file processes, sets case priorities and issues necessary citations. Assigns planned and unplanned inspections to supervisors including: complaints, referrals, hospitalization reports, fatalities. Closes cases in OSHA Express. Sends legal letters to businesses that have not paid citations and coordinates payment plans and collects monies.
  • Advises supervisors and staff to ensure program compliance with Field Operations Manual (FOM), Compliance Directive (CPL), statutory deadlines, policies, procedures. Maintains program integrity according to State Activity Mandated Measures/State Indicator Report (SAMM/SIR) parameters.
  • Manages supervisors and administrative staff. Attends and conducts training courses, seminars and OSH Standards Board meetings as needed. Meets with Federal OSHA as required. Testifies and represents the Education & Labor Cabinet at KYOSH administrative hearings when necessary. Schedules staff training as necessary. Ensures staff is trained in the proper usage of inspection equipment.
  • Answers questions and works with the general public, employees and employers regarding workplace safety issues. Takes the lead in talking and meeting with businesses with complex citations and/or penalty issues and abatements. Reviews all abatement reports; approves informal settlements.
  • Keeps staff informed of all changes in standards, directives, interpretations, rules, regulations, policies and procedures. Ensures new developments and standards in the field of occupational safety are passed on to staff. Applies new directives, rules, etc. for staff and gives technical advice; maintains current reference material for staff's use.
  • Consults and works with the Office of the General Counsel regarding disposition of contested safety cases and hearing preparation. Reviews abatements and makes decisions regarding penalty adjustments and abatement extensions. Makes final decisions on complex occupational safety citations and penalties in the workplace.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree OR an associate's degree in occupational safety and health.


EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in occupational safety and health, safety training, or a related field.


Substitute EDUCATION for EXPERIENCE: Graduate study in occupational safety and health, completed occupational safety and health internship, safety, or health training, or a related field will substitute for the required experience on a year-for- year basis.


Substitute EXPERIENCE for EDUCATION: Experience in applying OSHA regulations to the workplace will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required education on a year-for- year basis.


SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess a valid driver's license prior to employment in this job classification. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.
Working Conditions
Travel is required to supervise inspections or consultations. Work is generally performed in an office setting when reviewing reports or evaluating inspections or consultative surveys. When supervising workplace inspections or consultations, employees in this job title are exposed to the same working conditions as those employed at the workplace. May be exposed to potential hazards which may require the following of safety precautions.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
