Description
The Kentucky Department for Public Health, Division of Maternal and Child Health, has a dynamic WIC Program that supports the nutritional health and well-being of mothers and children in the Commonwealth. This position uses investigative knowledge, skills, and techniques to conduct intricate level reviews and investigations to identify fraud for the WIC Program.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
The Cabinet for Health and Family Services (CHFS) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in U.S. CHFS will only use E-Verify once you have accepted a job offer and completed the Form I-9.

Key Job Responsibilities Include
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Must have two years of experience in the field of investigation, administrative, business, or social work/eligibility experience.
Substitute EDUCATION for EXPERIENCE: Graduate study in the above fields will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Experience in one of the above fields will substitute for the required college on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess and maintain a valid driver's license prior to employment in this job classification. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Working Conditions
Typical working conditions include both extensive field work in a variety of settings and normal office work. Travel throughout the state may be required to conduct interviews, perform surveillance activities and to obtain information and evidence. Interviews may be confrontational. Overnight travel and working irregular hours may be required. Working outdoors for extended periods and working in all types of weather may be required.

Key Job Responsibilities Include
- Conducts interviews, on-site evaluations, and follow-up reviews to assess and ensure compliance with WIC regulations, policies, and procedures. This includes investigating contracted agencies, monitoring management practices, certifying clinics, and reviewing medical records for inconsistencies to provide informed recommendations and uphold program standards.
- Analyzes investigative findings for adherence to WIC program policies and regulations, applying advanced knowledge to identify fraud, abuse, and compliance issues.
- Summarizes on-site monitoring results and provides formal recommendations for administrative actions or management evaluations based on findings.
- Provides guidance and technical assistance to professional staff in state and local agencies as necessary. Creates and updates manuals for standard operating procedure manuals, staff development, and ensuring compliance.
- Serves as a liaison and subject matter expert between the state WIC Office and local WIC programs and state and federal officials.
- Strong written and verbal communication

- Microsoft Office with advanced skills in word, outlook, excel, PowerPoint and Publisher
