With a 168-year history in the Hopkinsville community WSH is a State acute care, adult psychiatric facility, and is on the National Register of Historic Places.
WSH provides in-patient psychiatric evaluation and treatment for adults from 34 counties of Western Kentucky who have severe mental illness. We are seeking a Purchasing Agent I that will join our team in the Fiscal Services Department.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of purchasing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required college on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education.
Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.

Responsibilities Include But Are Not Limited To
- Establishes state contracts for the procurement of goods and services for Western State Hospital and monitors purchases made for conformance with the Model Procurement Code.
- Communicates with staff and vendors to develop scope of work, description of items needed, and desired time frame for receipt of goods or services.
- Awards contracts to vendors based on established policies, procedures, and best value practice.
- Uses statewide procurement software for purchasing, reporting, and analysis.
- Communicates needs to cabinet and departmental staff on larger purchasing contracts; reviews purchasing contracts for discrepancies and expiration dates.
- Purchases goods and services as requested through the use of a state-issued procurement card.
- Abides by state procurement card policies and procedures.
- Other duties as assigned.
