This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
By joining the Division of Abandoned Mine Lands, Program Management Branch, Resource Management Section as a Purchasing Agent II, you will have the opportunity to be a part of a team that oversees the reclamation of historic coal mining hazards by ensuring that procurement, payable policies, and budgetary projects meet standards.
Holders of the Purchasing Agent II position will complete tasks such as:

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Five years of purchasing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education.
Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.

- Monitoring and analyzing agency purchases of goods and services to ensure compliance with agency policy, state and federal procurement laws and regulations, KRS 45A, and KY Model Procurement Code.
- Establishing service contracts, processing small purchase requests, and obtaining vendor quotes for goods and services.
- Auditing vendor invoices and processing payments in eMARS.
- Working with vendors regarding quotes/bids, inquiries for payments, and Vendor Self-Service registration.
- Reconciling procurement card purchases and enforcing state purchasing policies and procedures.
- Two years of purchasing experience
- eMARS Proficiency
- Strong communication and organizational skills
- Adaptable to change
- Ability to multitask
