Description
Kentucky Public Pensions Authority (KPPA) is currently seeking a Purchasing Agent II for the Division ofProcurement and Office Services, Purchasing Branch. Located in Frankfort, Kentucky, KPPA is responsible forthe daily administration of three state administered retirement systems with nearly $25 billion in combinedassets. These systems have a membership of approximately 433,000 state and local government employees in theCommonwealth of Kentucky, including state employees, state police officers, city and county employees, as wellas non-teaching staff of local school boards and regional universities.

Key Responsibilities :
- Procures goods, professional, and non-professional services. Works with the Procurement branch and the Project Management branch in identifying KPPA needs, developing scope of work and / or specifications for purchase.
- Issues competitive solicitations on behalf of the agency, writes contracts, submits requisitions and Requests for Proposal (RFP) and Requests for Bid (RFB).
- Facilitates and acts as a sole point of contact and buyer for RFP's for professional services.
- Develops and manages the scoring of evaluation criteria and cost proposal evaluations for RFP-RFB.
- Serves as the liason between KPPA and the Legislative Research Commissions's Government Contract Review Committee.
- Performs other duties as assigned to include pro card purchases, auditing travel vouchers, and tasks unique to the Agency.

Minimum Requirements
EDUCATION : Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS : Five years of purchasing experience.
Substitute EDUCATION for EXPERIENCE : NONE
Substitute EXPERIENCE for EDUCATION : Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
