THE POSITION

The Pennsylvania Emergency Management Agency (PEMA) is excited to invite you to join our team as a Fiscal Management Specialist 1. DESCRIPTION OF WORK

As a Fiscal Management Specialist 1 with PEMA, you will support the division director and budget staff in formulating and analyzing the agency's budget while managing special fiscal projects. You will focus on supporting appropriations such as 911 (general operations and emergency service grants), Marcellus Shale, and the emergency management assistance compact. You will be responsible for assigned aspects of the agency budget, budget hearings, re-budget, and year-end close-out, including assisting with formulating and administering the various agency appropriations.

In this role, you will confidently prepare comprehensive fiscal briefing materials for the director and deputies. Your strong communication skills will significantly support multiple bureaus and departments in effectively managing their budgets, expenditures, and spending plans. Furthermore, you will assess and provide strategic recommendations for budget adjustment requests. You will take the initiative to research transactions and purchase orders, swiftly identifying errors and implementing necessary corrections.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
  • Free on-site parking is available.
  • Telework: You may have the opportunity to work from home (telework) part-time upon successful completion of a training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $50,836 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:


  • One year as a Financial Programs Trainee; or
  • One year of experience in paraprofessional fiscal administration work, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
