THE POSITION

This management-level role involves overseeing statewide programs within the Office of Long-Term Living (OLTL), ensuring that providers are following federal and state requirements. DESCRIPTION OF WORK

In this role, you will be directly involved in enrollment activities for the OLTL, overseeing participating providers such as nursing facilities, intermediate care facilities for individuals with intellectual disabilities, home and community-based services providers, and the Living Independence for the Elderly providers. You will also be responsible for reviewing certification surveys from the Department of Health and implementing corrective action plans resulting from monitoring visits. Your role is crucial in ensuring that providers comply with state and federal regulations, and you will play a key role in developing policies to maintain ongoing compliance.

In this position, you will be responsible for overseeing the implementation and coordination of the training and competency evaluation program for Nurse Aides, as well as managing contracts and grants. Additionally, you will be involved in preparing state plans and project trackers for the use and monitoring of civil money penalty projects. Your duties also will include supporting enrollment activities related to the Centers for Medicare and Medicaid Services and Community Based Final Rule.


Lastly, you will be responsible for overseeing the development of procedures for functions such as dealing with provider inquiries, certification, and enrollment; change of ownership; enforcement actions; and legal settlements. You will play an essential role in maintaining relationships with all providers and ensuring their compliance with regulations and standards. You will also supervise the work of professional and technical staff, ensuring a high level of quality assurance in all aspects of provider enrollment. By participating in various teams, you will evaluate performance and identify areas for improvement, as well as address any complaints that may arise. In addition, you will schedule and lead staff meetings to discuss important issues and ensure effective communication and collaboration among team members.

Work Schedule and Additional Information:
  • Full-time employment (37.5 hours per week)
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 5 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as a Human Services Program Specialist (commonwealth title); or
  • Two years of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; or
  • An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
