This is a professional Accountant 1 position within the Financial Department involving the application of accounting and bookkeeping practices and functions with a budget of approximately $15,000,000. This position is responsible for performing a variety of professional accounting work such as analyzing financial transactions and preparing documented financial statements and reports to account for funds and to analyze and project financial data. Some specific duties within this role include supervising and monitoring biweekly payroll; performing payroll activities with the Fiscal Technician or in the absence of Fiscal Technician; and reviewing and processing bi-weekly payroll to include verifying payroll changes, employer/employee deductions, reviewing cost allocations, preparing and submitting direct deposit transfer files, submitting files to third party tax companies, benefits payment processing, and preparing tax reconciliations monthly and quarterly.
This position also supervises the posting of accounting data to general ledger accounts from accounting records and performs these activities as needed, in addition to taking trial balances and preparing financial reports. Accounts payable duties include invoicing, reviewing invoices, reconciling credit card payments, coding and posting electronic invoice payments, participating in maintenance of vendor profiles, and performing reporting. Accounts receivables duties include invoicing, collecting payments, making bank deposits, and performing reconciliation and month end duties. General ledger duties include completing journal entries, reconciliations of expenses and entries, asset, liability, revenue and expense accounts, and banking activities.
Under the guidance of the Administrative Officer, this professional prepares all necessary reports, assists with annual financial reports/forms, completes electronic transfers, completes end of year processing, and conducts standard internal audits. Addition duties entail participating in the agency’s annual required auditing activities, assisting with budgetary reporting, and supervising clerical and clerical accounting staff. This professional also completes employee evaluations and interviews, selects, trains, coaches, mentors, conducts progress reviews, and reviews staff paperwork to include timesheets, expense reports, and more. An Administrative Officer will provide guidance and supervision as needed regarding accounting standards and procedures.
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- On occasion, staff may need to work hours outside of the set work week to complete projects, meet work demands or in the event of an emergency.
- This is a bonded position, which requires an applicant’s credit history to be reviewed by an insurance company, and must meet this bonding process.
- This position may be located in Bedford or Somerset. If a Bedford applicant is selected, the position will be located in Bedford. If a Somerset applicant is selected, the position will be located in Somerset. Position must travel to opposing county as needed. The Somerset DBHS location is 245 West Race Street in Somerset, PA, and the Bedford DBHS location is 1243 Shed Road in Bedford, PA.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year of professional accounting experience and graduation from a four year college or university, including or supplemented by 15 credits in accounting; or
- One year as a Fiscal Technician and 15 college credits in accounting; or
- Five years of bookkeeping experience; and 15 college credits in accounting.
