This opportunity is for an Accountant Trainee to perform beginning level accounting and bookkeeping duties. Our Accounting Department executes daily accounting operations and collaborates with a large system of county administrative staff and providers who service the individuals in our community. This is a beginning level professional Accountant Trainee position within the Financial Department involving the application of accounting and bookkeeping practices and functions with a budget of approximately $15,000,000. This position performs a variety of beginning-level duties as part of a one-year training program. Successful completion of the training period will result in promotion to an Accountant 1.
Under the supervision and instruction of the Accountant 2, this position oversees and monitors biweekly payroll and assists in performing payroll activities as needed with a Fiscal Technician or in the absence of the Fiscal Technician. Duties involved in reviewing and processing bi-weekly payroll include verifying payroll changes, employer/employee deductions, reviewing cost allocations, assisting in preparing and submitting direct deposit transfer files, submitting files to third party tax companies, benefits payment processing, and preparing monthly and quarterly tax reconciliations. This position also assists in posting accounting data to general ledger accounts from accounting records, as well as assists in taking trial balances and preparing financial reports.
Accounts payable duties include invoicing, reviewing invoices, reconciling credit card payments, coding and posting electronic invoice payments, participating in maintenance of vendor profiles, and assisting with reporting. Accounts receivables duties include invoicing, collecting payments, making bank deposits, and performing reconciliation and month end duties. General ledger duties include completing journal entries, assisting with reconciliation of expenses and entries, asset, liability, revenue and expense accounts, and banking activities. Under the guidance and instruction of the Accountant 2, the Accountant Trainee assists in preparing all necessary reports, assists with annual financial reports/forms, completes electronic transfers, assists with end of year processing, and assists in conducting standard internal audits. Under the immediate supervision and guidance of the Accountant 2, this position also assists in preparing the agency’s annual required auditing activities and may assist in budgetary reporting.
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- On occasion, staff may need to work hours outside of the set work week to complete projects, meet work demands or in the event of an emergency.
- This is a bonded position, which requires an applicant’s credit history to be reviewed by an insurance company, and must meet this bonding process.
- This position may be located in Bedford or Somerset. If a Bedford applicant is selected, the position will be located in Bedford. If a Somerset applicant is selected, the position will be located in Somerset. Position must travel to opposing county as needed. The Somerset DBHS location is 245 West Race Street in Somerset, PA, and the Bedford DBHS location is 1243 Shed Road in Bedford, PA.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- A bachelor’s degree including or supplemented by fifteen credits in accounting.
- Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree/credits.

- This position falls under the provisions of the Older Adult Protective Services Act.
