The Commonwealth of Pennsylvania is seeking a dynamic and mission-driven Chief Information Officer (CIO) to lead the state’s Health and Human Services Delivery Center (HHS DC). HHS DC supports the largest and most critical agencies in the state, including the Departments of Health, Human Services, Drug and Alcohol Programs, Aging, and Military and Veterans Affairs. These programs serve 13 million Pennsylvanians and represent over half the State’s budget and a quarter of the state’s 80,000 employees.
The ideal candidate will have a successful track record of leading digital transformation in complex stakeholder environments and is passionate about making government services simple and easy to use. The HHS CIO is a critical member of the State CIO’s executive leadership team and will also play a key role in supporting the State CIO’s mission, vision, and strategy.

This is a high stakes leadership position with a significant opportunity for impact. The HHS DC CIO is expected to champion innovation for the Commonwealth and to be an effective driver of cultural and institutional transformation.
A successful Delivery Center CIO will :
- Be relentlessly customer focused and champion the process and mindset shifts needed to transform Pennsylvania residents' experiences with government.
- Partner within and across the HHS agencies to shape new business strategies, align business activities and steer technology investments to maximize results.
- Lead with a commitment to designing systems and processes that prioritize user experience for all stakeholders, including employees and agency partners as well as residents.
- Provide focused leadership direction to key IT projects that impact top policy priorities and advise HHS Agency / Department heads on technology and delivery issues. This includes strategic management of vendor relationships and contracts, ensuring that external partners deliver high-quality services aligned with agency objectives.
- Improve the quality of IT services and infrastructure supporting agency employees and services, working in coordination with Enterprise IT to manage complexity and improve business agility and results. Employ emerging and reinforcing technologies wherever appropriate.
- Develop a robust IT workforce by fostering opportunities for professional growth, providing targeted training, and implementing KPIs to measure staff development. Focus on building a deep, diverse bench of IT leaders to sustain and advance HHS’s mission.
