In this vital role, you will determine compliance with the taxing provisions of the Pennsylvania Unemployment Compensation Law regarding employers located in and out of Pennsylvania. The Tax Technician reviews registration documents received from other departments within the Office of Unemployment Compensation Tax Services (OUCTS) and directly from employers for completeness and accuracy with specific attention paid to mandatory determinations and predecessor or successor relationships. After reviewing, you will adjust information submitted and define the actions to be taken in order to process the registration completely. Work includes reconciling alleged discrepancies between wages reported by an employer and claimant’s statements of wages earned. Knowledge of various exclusions, coverage and definitions of ‘wages’ as stated in the Unemployment Compensation Law will be essential.

Additional duties to include but not limited to:
  •  Completing various tasks regarding compliance of PA UC Law
  • Communicating effectively through written correspondence as well as verbal communication by telephone to employers regarding PA UC coverage or exemption issues
  • Preparing a weekly report indicating case load of wage investigations and referee hearings

Work Schedule and Additional Information:
  • Full-time employment.
  • Work hours are 8:30 am to 4:30 pm, Monday - Friday, with 30-minute lunch.
  • Telework: Eligible employees may have the opportunity to work from home (telework) part-time, with occasional in-office days when work or otherwise dictates such requirements. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: Starting salary is non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Successful completion of the Unemployment Compensation Tax Technician Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in maintaining financial records, bookkeeping, tax preparation, or clerical accounting; or
  • An equivalent combination of experience and training.

Legal Requirements: 

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
