Description

The Outreach Director will lead the planning, execution, and oversight of all outreach activities for the Deaf and Disabled Telecommunications Program (DDTP). This role involves working closely with the Marketing Director to ensure cohesive strategies and initiatives. Reporting directly to the Project Manager, the Outreach Director will also collaborate with the California Public Utilities Commission (CPUC) and other DDTP contractors and partners to ensure effective outreach that engages and supports individuals with disabilities. The Outreach Director is responsible for managing outreach personnel, creating outreach strategies, and fostering relationships with key stakeholders to drive the program’s success. This position will play a pivotal role in expanding the program's reach and fostering strong community relationships.

Please note that candidates must be located in the State of California. Furthermore, CSD is not providing relocation assistance for this position at this time.

Essential Functions

  • Lead the planning, development, and execution of outreach activities to increase awareness of DDTP services and generate leads, ensuring alignment with the Marketing Director’s campaigns.
  • Create and implement quarterly outreach plans based on a menu of approved activities, working proactively to design strategies that maximize impact and achieve program goals.
  • Build and maintain strong relationships with community-based organizations (CBOs), professional organizations, and disability-focused groups to enhance outreach efforts and leverage existing networks for collaboration.
  • Recruit, train, and manage a geographically dispersed outreach team, ensuring staff are knowledgeable about DDTP services, equipment, certification procedures, and the needs of target audiences.
  • Organize and manage outreach events such as community-based activities, pop-up shops, and participation in relevant conferences to engage with the public and generate interest in DDTP services.
  • Ensure that all outreach interactions focus on removing entry barriers, collecting customer information, and facilitating the certification and enrollment process for eligible participants.
  • Implement feedback mechanisms to assess and refine outreach strategies, improve staff performance, and ensure a high level of professionalism in all public-facing interactions.
  • Prepare and submit monthly Key Performance Indicator (KPI) reports, end-of-campaign evaluations, and process audit reports. Continuously monitor the performance of outreach activities and personnel to ensure alignment with contractual objectives.
  • Work closely with the Marketing Director to integrate outreach efforts with marketing campaigns, aligning outreach messaging and activities with broader program goals.
  • Oversee and manage the outreach budget to ensure all activities adhere to the financial guidelines set forth in the DDTP contract.
  • Cultivate relationships with local, state, and national organizations and media outlets to enhance the visibility and reach of the program. Engage with internal leadership to ensure consistency in outreach objectives and messaging.

Knowledge, Skills And Abilities

  • To perform the essential functions of this position successfully, an individual should demonstrate the following competencies:
  • Proven ability to build and manage relationships with community-based organizations (CBOs), disability advocacy groups, and other relevant stakeholders.
  • Familiarity with resources and services for the deaf, deaf-blind, and hard of hearing populations at the local, state, and national levels.
  • Demonstrated experience in leading outreach teams and managing geographically dispersed, public-facing workforces.
  • Strong organizational, strategic, and analytical skills to create effective outreach strategies that align with program goals.
  • Excellent written and verbal communication skills, with the ability to present to executive audiences and stakeholders.
  • Creative problem-solving abilities and the capacity to think strategically about outreach opportunities, partnerships, and innovations.
  • Experience in budget management, event planning, and the creation of policies and procedures to ensure program success.

Requirements

  • Residency Requirement: Candidates for this role must live and work in the state of California.
  • Bachelor’s degree in marketing, Business Administration, Communications, or related field; or equivalent professional experience (preferred).
  • Must be a current resident within the State of California.
  • At least three (3) years of experience managing outreach activities aimed at engaging communities of persons with disabilities.
  • At least three (3) years of experience supervising teams of 20 or more in large, geographically dispersed programs.
  • Experience working with Community-Based Organization to enhance outreach efforts and build strong partnerships that support individuals with disabilities.
  • Demonstrated ability to adapt to changing environments and innovate outreach strategies to meet diverse community needs.
  • Extensive experience in providing personalized support to individuals with disabilities, assessing their needs, and recommending appropriate solutions.
  • Ability to communicate effectively using American Sign Language (Preferred).
