Definition
Under general direction of the Chief Executive Officer or designee, will perform a variety of administrative functions in order to ensure the health and effectiveness of the Agency and its employees. Overall responsibility for the incumbent includes, but is not limited to, Community Service program operations oversight for the Agency and its support of programs and the Agency’s Mission, Vision, and Values.
Distinguishing Characteristics
This is an executive classification for managing and directing program and other operations, informs the agency and community-based organizations about programs designed to meet the needs of the low income population, including changes in laws, rules, and regulations which affect new and existing programs at the local, State, and federal levels.
Reports To
Chief Executive Officer or designee.
Classifications Supervised
Incumbent provides supervision, direction, and training for assigned staff, including, but not limited to, Program Manager, Program Supervisor and other positions as assigned.
Examples of Important and Essential Job Duties (The following is used as a partial description and is not restrictive as to duties required.)
· Manages the program performance of the Agency’s Homeless and other Community Service programs to achieve maximum goal attainment;
· Assists in the development of strategic directions for the Agency;
· Provides supervision and evaluates assigned program management and staff;
· Works with leadership team and BOD to develop internal policy, goals and best practices;
· Ensures a high level of communication with co-workers;
· Ensures that all assigned Agency program operations are carried out in compliance with funding sources, local, state and federal regulations and laws governing agency business;
· Assists with future development and evaluations of Agency programs, operations, and services;
· Conducts studies and performs analysis in the development of programs, proposals, and plans;
· Recommends appropriate policies and actions to the Chief Executive Officer;
· Assists in preparation of the Community Action Plan and conducts other planning activities as needed;
· Provides technical assistance to Agency staff and community groups;
· Researches source materials and obtains publications on public and private funded programs;
· Confers with specialists in government/private funded programs and makes recommendations for or against program participation;
· Participates in meetings, committees and conferences;
· Assists in the development of comprehensive data collection procedures for specific programs and funding sources as needed;
· Along with the Chief Executive Officer, acts as a liaison between the Agency, the Board of Directors, the public and funding sources;
· Assists with the preparation of informational materials regarding Agency programs.
· Assists Chief Executive Officer with related fund development activities including grant applications and fundraising events.
Physical Requirements
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.
Working Conditions
Work is performed in an office environment, continuous contact with other staff, clients and general public. Travel is often required throughout the areas being served.

Ability to:
· Write reports, business correspondence, and produce manuals.
· Plan, organize, coordinate, evaluate, and direct the work of staff and/or volunteers.
· Be resourceful in identifying funding sources and other resources at minimal or no cost.
· Work effectively and collaboratively with people in the community.
· Compose clear concise grant proposals, program plans, evaluations, and reports.
· Interface and integrate available programs with the planning processes.
· Effectively represent the Agency’s policies, programs, and services with the public, community organizations, Agency staff, and other government agencies
Training and Experience:
A typical way to obtain the required knowledge and abilities would be:
- Bachelor’s degree in Business, Public Administration, Social Sciences or related field.
- Minimum 5 years of experience performing a broad range of administrative duties in administration, human resources, public administration, or finance required. Supervisory experience required.
- Experience in the non-profit/social service sector or Community Development sector highly preferred.
· Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying.
Special Requirements:
· Possession of a valid and appropriate California Driver’s License with a good driving record; eligible for Agency automobile insurance coverage per Guidelines for Drivers of Agency Owned Vehicles.
· Possession of, or ability to obtain a Certified Community Action Professional (CCAP) designation within 5 years of start of position.
· Pass a post-offer / pre-employment background check.
