Job Summary
The Program Accountant will be responsible for providing support to the accounting department. They assist in managing the day-to-day financial transactions, maintaining and preparing financial records and ensuring that financial records are accurate and up to date.
ESSENTIAL Duties
Develops, establishes, analyzes, audits, reconciles, and maintains financial records of the Agency’s programs, ensures financial activities of assigned accounts comply with applicable laws, codes, rules, regulations, policies, and procedures.
Provides accounting support in the review, analysis and development of designated budgets and accounts; monitors, evaluates, and reconciles accounts related to assigned funds and budgets; prepares income and expenditure projections to assist with budget preparation as directed; analyzes program and project costs and provides recommendations concerning budgetary allocations as assigned.
Prepares and audits a variety of financial, statistical, and budgetary reports, statements, and records related to income, expenditures, reconciliations, budgets, and assigned accounting functions to ensure accuracy, completeness, and compliance with established guidelines, procedures, and Generally Accepted Accounting Principles. Prepares various reports and ensures reports are completed and submitted to appropriate agency or personnel according to established timelines.
Works with the Child Development Director to assure monthly reconciliations of the HeadStart budget, and assures adjustments are made as necessary, and that no line item is overspent.
Must be knowledgeable and will be responsible for maintaining implementation of funding sources and Agency programs financial guidelines.
Responsible for knowledge of Head Start Performance Standards, DHR Regulations, Child Care Licensing and Performance Standards and/or all pertinent guidelines are adhered to at all times.
Must be capable of conducting financial and budget analysis.
Must have the ability to express self and communicate with counterpart staff in other agencies.
Must be familiar with the principles of financial management, budgets, inventory control, and general fiscal controls.
Participates in various interim and year-end closing activities.
Establishes and maintains accurate and detailed files and records, verifies accuracy of
information, research discrepancies, and records information.
Attend mandated training, meetings, and staff development opportunities.
Other accounting duties as assigned by the Senior Accountant
QUALIFICATIONS
Must have a High School Diploma or General Educational Development (GED)
Equivalent.
Skills to design, implement, and maintain accounting systems; use micro and mainframe computers at a skilled level; carry out complex projects independently; analyze and interpret financial records and reports; apply pertinent laws and regulations; maintain cooperative work relationships: ability to coordinate and/or conduct training sessions.
administrative/supervisory experience.
Knowledge of OMB Circulars and principles, auditing, and budget preparation and control. electronic spreadsheets, data bases, and computer data processing.
Must have the ability to establish and use good office administrative practices, which includes maintaining files and organization of work.
Must be neat in appearance and have a pleasing personality.
Must have the ability to work with people of varying degrees of experience and background.
Must have the ability to use office equipment that is required of this position.
Must be able to interpret written and oral instruction and effectively complete such tasks as may be directed.
Have an interest in continuing education, such as workshops, etc.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Ability to read, analyze and interpret general business periodicals, professional journals, catalogs, agreements, contracts, specifications, technical procedures, and/or governmental rules and regulations.
