Marin County is considered by many to be one of the most beautiful places to live in the United States. While it has some of the highest incomes per capita and one of the lowest unemployment rates, it also holds claim to the widest income gap and one of the greatest racial inequities in the State of California. The cost of living in Marin has risen 48% in just the past four years, and families are struggling to make ends meet. Right now, a family of four with two adults, one infant, and one preschooler would need to earn $149,545 annually—an amount 82% greater than the federal poverty level of $26,500—to cover all the family’s basic expenses, such as housing, food, childcare, health care, transportation, and taxes without public or private assistance.

The Executive Director, CFS, leads capital funding for the department, develops external partnerships, and provides strategic leadership for the agency’s Whole Family Approach leveraging early childhood expertise in budgeting, operations, and staffing, as well as child- and teacher-level evaluation to inform decision-making for agency and community impact.

Reporting to the Chief Executive Officer, this role is an exciting and influential new leadership opportunity for a seasoned executive who is highly adept at working with federal, state, and local government funders and policymakers, structuring complex operations in early childhood education, cultivating partnerships with nonprofit organizations and government agencies, and securing diverse funding to augment impact and CAM’s visibility. The Executive Director, CFS will have direct oversight of the VP of Early Education, Senior Director of Eligibility and Enrollment, Director of Site Support, Director of Community School Partnerships, and others to be determined aligned with business needs.

PRINCIPAL RESPONSIBILITIES:


ECE Expertise and Strategic Leadership:

  • Provide support and education to CFS leadership, Finance, and Operations on aligned priorities in government funding, ways of working with ECE funders, and standards of excellence in support of CAM’s mission.

  • Provide support and mentoring to CFS leadership to meet all agency priority goals.

  • Assist and support current CFS team through transitional grant cycle.

  • Represent and articulate CAM’s mission and programs to its potential constituents, members and supporters.

  • Lead establishment of effective school partnerships at the school and district levels to inform educational equity efforts in Marin County and improve kindergarten readiness for those they assist.

  • Partner with the CEO and VP Early Education in developing and strengthening board leadership, board committees (including non-board member participants); consult and advise in the selection of board members, committee chairs and committee members.

  • Develop and maintain relationships and partnerships with communities and constituents served by CAM in service to the agency’s Levers for Change in the context of ECE locally and more broadly.

  • In partnership with the CEO and Chief Strategy Officer, develop relationships and take the lead on advocacy recommendations for ECE to position CAM as a thought leader and key advocate in the county, supporting a viable ecosystem of early childhood providers and funders.


Fiscal Oversight & Resources:

  • Partner with executive leadership and the finance team to best support the fiscal integrity of all program operations, consistent with applicable legal, contractual, and funder requirements; work on the development, monitoring and evaluation of budgets.

  • Lead government funding for CFS and related capital projects, partnering with Finance and Operations to ensure the best leverage and use of existing resources.

  • Partner with the Development team on new institutional, individual, and government sources.

  • Provide leadership and support to workforce development ECEPTS strategy and assist in growth plan development.


Other Leadership Responsibilities:

  • Support a strong relationship with Service Employees International Union (SEIU) staff (~50 members) and partners with HR, Finance, and the CEO to address issues that affect compensation, benefits, and working conditions.

  • Work with the Chief Operating Officer and key agency leadership to create processes, systems, and protocols that ensure that enrolled and waitlisted families have access to needed services and timely referrals.

  • Partner with agency operations to ensure the maintenance of all agency facilities to meet childcare licensing requirements and priority needs.

  • Special projects and other duties as assigned.


MEASURE OF EFFECTIVENESS:


This position has a primary impact on the overall effectiveness with which CAM accomplishes its early education goals and objectives in service to the community. The effectiveness of the fulfillment of this position will be measured by:

  • CAM will retain its leadership position in early childhood education in Marin County.

  • The ED will maximize CAM’s financial resources available from philanthropic individuals, corporations, organizations, foundations, and government.

  • The community will better understand CAM’s work and their potential to support the agency at a time of growth and momentum.

Qualifications


MINIMUM QUALIFICATIONS:

  • MA degree or equivalent in Early Childhood Education, Education Administration, or closely related field.
  • Fiscal management required of budgets exceeding $10M.
  • 8 years of experience in managing early childhood programs with Head Start experience strongly preferred.
  • 5 years of leadership experience and proven results managing teams to success; ability to plan, recruit and train staff to deliver results for children and families.
  • Experience in capital project feasibility, planning and capital fund raising, as well as complex federal and state (Office of Head Start, CDE and CDSS) funding are essential.
  • Demonstrated ability to build and sustain strategic partnerships.
  • Excellent verbal and written communication skills.
  • Ability to work cooperatively in a highly matrixed, team environment to achieve results.
  • Strong interpersonal and communication skills.
  • Ability to relate effectively to diverse groups of people from all social and economic segments of the community.
  • Proficiency in Microsoft Word, Outlook, Excel, and other computer programs necessary to perform the duties of the job.
