  • PURPOSE AND SUMMARY OF RESPONSIBILITIES:

This position is responsible for Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) and Family/Community Partnership areas of the Early Head Start ? Child Care Partnership Program, including compliance with Head Start Performance Standards and program expectations. With the Manager, coordinates and carries out the planning, implementation, and evaluation of ERSEA and Family/Community Partnership services including: supporting parents in parent engagement, a family-centered approach to services, obtaining and maintaining employment and other community-based services, health and mental health services including assuring medical insurance and medical homes are in place, following up on referrals, well-baby health visits, and immunizations. Develop relationships with parents/guardians that build trust and help develop plans for success. Supervises Family Service Worker(s) and collaborates with all Community Child Care Partners to assure parent services are implemented and integrated in all program areas. Acts as the primary advocate and advisor for EHS-CCP families and carries a caseload which includes at least two home visits per year to be conducted in each family?s home. This program covers Orleans, Genesee, and Eastern Niagara Counties.


  • ESSENTIAL RESPONSIBILITIES

  • Administration and Supervision

  • Responsible for initial and ongoing full-enrollment of eligible children in the program.
    • Assists in developing and take responsibility for carrying out procedures related to recruitment and enrollment of children at all partner sites in the program. Monitor enrollment levels and develop waiting lists.
    • Oversee information systems as related to ERSEA data, including provision of monthly reports and analysis of data.
    • Arranges for selection/placement committee of all eligible children into the EHS-CCP program using federal income guidelines as a reference, helps determine most appropriate placement. Assures process of child placement is completed.
    • Keeps accurate data in ChildPlus related to recruitments, enrollments, placements, and waiting lists.
    • Works with community agencies, including DSS, employers, and Child Care Partners to help them understand eligibility requirements and the benefits of the program for children and working parents.
    • Assists in planning for transition of infants to toddler slots and toddlers into pre-school slots, assuring seamless services in conjunction with EHS-CCP manager, Child Care Directors and Infant/Toddler Specialists.

  • Provides input regarding the ERSEA/FCP Partnership plan for family and community services in accordance with Early Head Start ? Child Care Partnership Federal Performance Standards and other regulations.
    • Represents EHS-CCP program on ERSEA/FCP Advisory Committee and attends meetings throughout the year to coordinate with Head Start in planning, reviewing procedures, and evaluating progress in this are
    • Coordinates and analyzes the data on the effectiveness of the Family/Community Partnership Content Area; provides monthly report to the Manager and Director.
    • Leads annual Self-Assessment team(s) in completing content area reviews according to self-assessment instrument being used and timelines of program, including parent satisfaction surveys agreed upon by Manager, Director and Policy Council.

  • Responsible for supervision of staff providing family service work.
    • Assists Manager in interviewing and making recommendations for hire of Family Service Worker(s).
    • Provides some training in content area and job specifics, supervises, mentors and evaluates Family Service Worker(s) including:
    • Review family files and progress records.
    • Observes and provides written feedback on interaction with families and overall job performance.
    • Meets with and provides support to Family Service Worker(s) periodically to ensure the completion of functions.
    • In conjunction with Manager, conducts initial and annual performance appraisals on Family Service Worker(s).

  • Assists in planning, monitoring, and evaluating all Parent Engagement activities and events in the program year.
    • Develops and plans parent engagement activities according to the parents? needs and/or interests in conjunction with other Head Start programming as determined.
    • Provides information about Policy Council representatives elected by EHS-CCP parents; oversees parent representative participation and follow-up; assures Family Service Worker(s) follow-up.
    • Makes recommendations to Manager regarding use of parent fund line item in budget.

  • Maintains administrative documentation files at the program office including ChildPlus data system.
    • Develops and submits quantitative and qualitative monthly reports to Manager and Director.
    • Monitors Family Worker(s)? and Child Care Partners? entry of data in ChildPlus on a regular basis.
    • Maintains the annual statistics for the Federal Program Information Report (PIR) for EHS-CCP program.

  • Coordinates collaboration with outside agencies.
    • Coordinates effective interagency communication regarding children and families. Provides information to Manager as part of monthly report.
    • Advocates for families with local DSS and other agencies related to requirement of being on subsidy, in training or regularly attending classes. Provides direction and support for Family Worker(s) related to this. Keeps data on family subsidy status. Works closely with Child Care Partners in this area.
    • Ensures that appropriate documentation is completed and delivered to outside social service agencies upon request.

  • Collaborates with Training and Development Specialist to facilitate pre-service/in-service training for staff, parents, and children in the area of Family/Community Partnerships. Assures staff training is provided annually on child abuse reporting, domestic violence detection, and substance abuse concerns with the EHS-CCP families.

  • Works closely with the Director, Manager, EHS-CCP program staff, and Head Start Leadership team to develop strategies for effective integration of service delivery for children, birth to 3 and their families.
    • Meets monthly or more, as needed, with Manager to present information, review status of projects and discuss content area concerns and direction. Submits monthly written reports.
    • Assists Director and other Managers in assuring the program fulfills the

Early Head Start ? Child Care Partnership mission, is in full compliance, and of high quality through team work and constructive problem resolution with resources available.

  • Provides support to all areas of program as an integral member of the Early Head Start ? Child Care Partnership Team.

  • Maintains strict confidentiality regarding agency, customer, and business information.

  • Direct Service

  • Carries out Head Start Performance Standards in regards to parent engagement.

  • Educates parents in becoming advocates for their children and families:
    • Coaches parents through the referral process as necessary.
    • Develops and carries out a process of notifying parents of their family's acceptance into the program and orientation as to what is required prior to their family's enrollment into the program.
    • Assists the Family Worker(s) and the families in their efforts to improve the conditions and quality of life for the families, including a focus on employment.
    • Acts as the primary advocate and advisor for Early Head Start ? Child Care Partnership families, including meeting with families and community representatives as neede
    • Guides families in setting and achieving personal goals.
    • Makes a minimum of two home visits per year with each family in their case load.
    • Tracks and follows up on health information such as well-baby checks, immunizations, oral screenings, and referrals.

  • Establishes and maintains a system for an ongoing outreach and recruitment process which systematically ensures enrollment of eligible children:
  • Reviews and prioritizes program recruitment on an ongoing basis.
  • Assists parents in obtaining and/or maintaining subsidy and/or other benefits that will provide assistance while in job training, employment, or school.
  • Networks for parents effectively with community services and resources to improve their quality of life, with an emphasis on employment and self-sufficiency.
  • Facilitates maximum enrollment at each Child Care Partner location.

  • In coordination with CAOG Training and Development Specialist:
  • Provides appropriate Content area pre-service/orientation training annually to program staff and Child Care Partners.
  • Supports Family Service Worker(s) in providing parent orientation.
  • Provides training sessions in agency or community about EHS-CCP families and needs as requested.

  • Meets with staff regularly to assure program is addressing overall families? needs and regulations:
  • Develops content area integration strategies for all issues that directly affect the families.
  • Coaches Family Service Worker(s) on effective communication techniques with parents.
  • Coordinates with Infant/Toddler Specialists and Child Care Partners to identify resources for staff as needed.
  • Coordinates case conferences with other program staff to maintain a consistent and coordinated approach to achieve solutions to meet identified family needs.
  • Maintains proper documentation for the development of family goals, assessment, and evaluation.
  • Assures home visits (minimum of two to be conducted in the families? homes), FPA?s and family outcomes are completed and assures proper documentation is entered in ChildPlus.

  • Coordinates Parent Group opportunities with Head Start Family Advocates in Orleans and Genesee counties. Develops and conducts Niagara County Parent Group opportunities. Also, assists Director in coordination of EHS-CCP parent representatives to Policy Council, including attending meetings as requested.

  • Develops and contributes articles and communications concerning Family/Community Partnerships to staff, families, Child Care Partners; coordinates communication of information to parents from program areas in a regular manner (calendars, articles of interest, information on program changes).

  • Monitors and tracks attendance on a daily basis. Contacts parents regarding absences and initiates an attendance improvement plan if needed.

  • As an integral part of the Early Head Start ? Child Care Partnership Team, provides information, data and projections at meetings. Works cooperatively with team to assure a totally integrated program of quality services, in keeping with regulations, program plans, Community Assessment and agency strategic plan.

  • Provides families with additional supports from Family Service Worker(s) on an as needed basis (ex. in the absence of the Family Community Partnership Specialist, when additional support is needed in completing subsidy/DSS paperwork, meeting health needs such as well-baby checks, etc.).

  • Develops a regular schedule of availability at Child Care Partner sites, at a minimum of twice per month, preferably at pick up times to enhance communications and relationship building with families of enrolled children and Child Care Partner staff.

  • Assists EHS-CCP team in promoting, educating, and developing means for program non-federal share, including documenting and monitoring progress toward goal.

  • Professional Development

  • Attends all EHS-CCP staff, Manager, Team, agency and other program meetings regularly.

  • Attends all mandatory and appropriate meetings and training sessions regarding ERSEA and Family/Community Partnerships (ex. FCP Cluster meetings).

  • Networks with community service and social service agencies/departments as appropriate.

  • Participates on relevant boards or advisory committees in the community related to content area and agency Ad Hoc committees (ex. Action Teams, Safety Committee, etc.) as requested and approved by Director.

  • Attends outside trainings as opportunities exist and resources allow (ex. Federal, or regional trainings).
