Job Summary: A skilled position performing extensive record keeping functions in all aspects of the financial system to ensure compliance with funding source requirements.
Supervision: May work under supervision, alone or with others.
Essential Functions:
Regular and punctual attendance on the job.
Reads, writes and interprets written and verbal instructions. Complies with CAO's policy for a drug free work place.
Ability to solve problems with minimal assistance. Ability to work with Agency vendors and employees.
Maintains a fiscal system of fund accounting for individual programs
Complies with fiscal policies and procedures established by Community Action Organization.
Maintains general ledger, cash disbursements, payment vouchers, receipts; grant balances, and all payroll records relevant to funding source.
Assures that all expense reports are prepared on a timely basis as designated by the funding source with copies being distributed to Chief Financial Officer and Program Director.
Maintains complete and accurate records to ensure a clear auditable system as required by federal, state and local funding sources. Prepares information for Auditors so that program audits can be completed timely and accurately.
Assures that all financial systems are within the provision of federal, state and local regulations.
Prepares any annual settlements, close-outs, or final reports as deemed necessary by the Grantee.
Works closely with Program Director and Chief Financial Officer to assure that he/she has the financial information necessary for programmatic operation.
Attends any meetings or training sessions as deemed necessary by immediate Supervisor.
Occasional Functions:
May write letters of correspondence.
May be responsible for on site monitoring and review of assigned programs. This may include but not be limited to reviewing receipts, disbursements, check reconciliation, and overall fiscal system of assigned program.
Monitoring will also include issuing reports with suggestions and recommendations to improve the quality of the fiscal program being monitored.
May be Responsible for operation of Payroll System. Will maintain an Agency set of Payroll Registers and Year-To-Date Earnings Register. Will ensure that various payroll reports are completed and submitted on a timely basis. Will maintain a filing system for personnel information with periodic updates of information. Will be responsible for obtaining payroll information as required by Auditors and or other Agencies needing authorized information regarding CAO employees either past or present.
May be responsible for compilation of Agency financial information required to complete the Agency annual audit and the 990 financial report.
May be responsible for dealing with programmatic financial monitors and questions pertaining to financial information as reported.
If funding source contains contracts, will maintain contract balances reflective of all disbursements against the ori9inal contract.
Perform other related duties as assigned by Comptroller.
QUALIFICATIONS:
Minimum of Associate Degree in Accounting or two years equivalent work experience. Bachelors degree in accounting or business administration preferred.
Ability to demonstrate knowledge of data entry experience. Ability to demonstrate knowledge of Fund Accounting Systems.
Ability to demonstrate knowledge of set up for manual and/or computerized ledgers.
Ability to demonstrate operation of standard office equipment and various computer equipment as deemed necessary to perform functions required by Grantee.
Ability to demonstrate familiarity with federal regulations applicable to non profits.
Ability to demonstrate knowledge of federal regulations concerning employment law.
Must possess ability to work in a team environment.
Valid driver's license, reliable automobile and liability insurance.
WORK CONDITIONS AND POTENTIAL HAZARDS
Works mostly indoors in an office environment.
There is frequent, personal contact with people; exposure to illness and communicable disease; exposure to people with a wide range of physical and mental disabilities, some are emotionally distraught, communication or memory impaired, confused and irate, and persons under the influence of drugs or alcohol.
There is considerable physical effort in use of hands, fingers, legs and back.
Must sit and operate calculator, computer keyboard, or write for long periods of time.
Physically required to see, hear, speak, walk, talk, drive, stand, lift up to 40 pounds, carry, push, pull, sit, crouch, stoop, bend, handle and use fingers.
