SUMMARY
The LIHEAP Program Director is responsible for the overall supervision and coordination of the division. The Program Director is responsible for maintaining communication with funders, monitoring compliance as required by contracts and grants, ensuring timely and complete reports to funders. Recommending and supervising staff, seeking new funding sources, maintaining relations with programs consistent with the mission of the Agency.
ESSENTIAL DUTIES AND RESPONSIBILITIES
FUEL ASSISTANCE
· Administer and implement Federal and State Fuel Assistance Programs including budgeting and budget projections, hiring recommendations and overall supervision of staff
· Oversee program requirements are being fulfilled as contracted by the Commonwealth of Massachusetts/Department of Housing & Community Development
· Database management, reporting to funding sources, and advertising programs of State and Federal Fuel Assistance Programs
· Oversee the coordination of training sessions pertinent to administering the State and Federal fuel programs
· Responsible for night/weekend/holiday heating system emergencies
· Oversee special funds for utility and heating arrearages and respond to emergencies
· Implement proposal activities and meet program objectives.
· Assist homeowners, renters and governmental agencies interpreting energy specifications, requirements and cost changes in such areas as utility rates, landlord/tenant relationships and payment of bills.
· Responsible for follow-up and to keep commitments made to residents, vendors and suppliers.
· Assist in organizing programs to respond to energy-related needs.
· Responsible for knowledge of existing resources in the service area and to act as resource contact for families.
· Responsible to review and investigate client complaints.
· Supervise all program staff members.
· Establish and maintain contracts with social service organizations.
· Monitor expenditure rate.
· Inform vendors of program changes and regulations accordingly
GENERAL
- Assure programs files and database information is well organized, thorough, and complete. Plan for record storage, purging of files, and access for periodic audit and monitoring
- Assure that all clientele is serviced equally, fairly, and thoroughly
- Ensure communication and coordination between the various programs and Intra-Agency Divisions
- Responsible for ensuring compliance with all the policies promulgated by CAPIC in accordance with grantor regulations and Board policies and directives
- Participate in the Senior Management Team Meetings and other groups developed to build a stronger Agency
- Comply with regulations
- Ensure on-going staff training and development
FISCAL
- Review, maintain and monitor program budgets. Work closely with the Executive Director and Director of Finance on all budgetary issues
- Conduct general communication with funding sources
- Work with the Director of Finance to develop all LIHEAP program budgets
- Monitor and approve all expenditures according to Agency procedures and policies.
QUALIFICATIONS
Professional/Academic Experience
· BA or BS Degree, or equivalent in related work experience
· Demonstrate supervisory experience
· Ability to communicate effectively and negotiate with homeowners, residents, public and private agencies and other employees
· Ability to keep and update all contract required forms
Skills
- Knowledgeable in the principles, practices and methods of human service administration and management, including budgeting, reporting, computer systems management, and quantitative skills
- Able to collect, analyze and interpret data from a wide variety of sources and take appropriate action
- Capable of completing program and personnel reports. Must be able to meet requirements established by state and federal regulations
- Supervision and teamwork; has the ability and desire to work cooperatively with others on a team and as an appropriate team leader. Demonstrates interest, skill, and success in getting groups to learn to work together
- Ability to communicate and work effectively with people of diverse social, economic, and ethnic backgrounds
- Bilingual preferred
- Ability to read, write and speak in clear, concise and effective manner
- Well organized; able to plan and direct varied and complex administrative and programmatic operations

- Must pass a CORI check within 30 days of employment
- Required to travel for meetings and conferences pertaining to the LIHEAP Program
Job Type: Full-time
Pay: $65,000.00 - $70,000.00 per year
