Community Alliance of Tenants’ (CAT) mission is to educate and empower tenants to demand safe stable and affordable housing. Founded in 1996, CAT is Oregon’s only statewide grassroots tenant-led tenant-membership organization. Low-income tenants – predominately low-wage workers, families with children, people living with disabilities, seniors and tenants from diverse backgrounds – are CAT’s primary membership base. CAT is building a strong housing justice movement that is led and directed by those who are most impacted by Oregon’s housing crisis.
As a growing organization, CAT seeks to hire a dynamic and experienced financial leader to assist in maintaining daily/monthly/ annual financial and administrative operations. This position is designed to support CAT in the development of stronger financial and administrative operations. It is tasked with taking a leadership role in fostering an environment focused on sustainable growth, resiliency, and adaptability.
Reporting to the Executive Director, this position’s primary functions will be to oversee and handle the daily financial tasks of the organization, support the development and maintenance of organizational big-picture and contract budgets, provide accurate financial analyses and reporting documents, support fundraising and human resource personnel and committees, and develop and maintain systems to support and empower staff to actively participate in managing program needs.
About CAT: The Community Alliance of Tenants (CAT) has spent the last 24 years building a housing justice movement led by renters. We are a membership-driven organization taking great pride in educating and empowering one another to demand safe, stable, and affordable housing. CAT is building a strong housing justice movement that is led and directed by those who are most impacted by Oregon’s affordable housing crisis- low-income tenants, predominately low-wage workers, families with children, people living with disabilities, seniors, Black, Indigenous and people of color.
We use a three-pronged approach to Tenant Power: Tenant Education, Tenant Organizing, and Tenant Advocacy. We operate an educational hotline run by staff and volunteers – walking callers through their rights and responsibilities one-on-one. We host dozens of community workshops each year and connect with each other through a deep network of community partners and service providers to meet various needs as they arise. We organize our friends, families and neighbors in our buildings and on the streets to build a culturally-humble, equity-driven, intersectional housing justice movement led by those of us who are most-impacted by housing injustices. We support the leadership and learning of our fellow housing advocates building on our shared experiences and knowledge. Finally, we learn from and represent one another on councils, boards, and civic engagement opportunities throughout the state for long-range systems change. Finance and Administrative Director
Responsibilities included but not limited to:
Finance and Financial Operations Management:
- Supervision of Accounting Manager.
- Preparation of financial statements and reports for Board and management.
- Oversight of A/R, A/P, Payroll, General Ledger, cost allocations and all other accounting functions.
- Cash Management, including oversight of banking function, cash flow projections and bank reconciliations.
- Development of annual organizational budget and program budgets with input from program directors, development manager and Executive director.
- Development and Implementation of financial policies and procedures.
- Maintenance and oversight of internal controls.
- Oversight and/or preparation of account reconciliations and adjustments to ensure accuracy of accounting records.
- Oversight of electronic and paper filing of all accounting records, including payroll, account payable, accounts receivable, financial reports.
- Preparation of documentation and coordination of all funder site visits, annual financial statement audit and single audits.
- Preparation, assistance & oversight for all IRS, state and local required documents, including 990 Informational return, 1099’s and W-2’s, state registrations.
- Debt oversight and management.
- Preparation of invoices if Accounting Manager is not available.
- Processing of payroll if Human Resources and Payroll Manager is not available.
Operations Management
- Supervision of Human Resources and Payroll Manager.
- Oversight of human resources (staffing, benefit administration, employee relations, documentation, training, compensation, timesheet reporting).
- Onboarding and Offboarding assistance along with the Human Resources and Payroll Manager.
- Finance and Admin Team Management, including holding regular meetings and employee check-ins to facilitate project, task and report completion, as well as professional development.
- Oversight of Information Technology function, including working with IT providers and other software providers to enhance cybersecurity, employee technical support, order computer equipment, and develop IT infrastructure, as well as maintaining adequate records of equipment.
- Oversight of office management, including facility and equipment maintenance and leases.
- Oversight of risk management, including maintenance of insurance obligations.
- Improvement of efficiency of finance and administrative systems, in collaboration with the team.
Fundraising and Resource Development
- Supervision of Development Manager in close coordination with the Executive Director.
- Grant management, including preparation of internal grant reports and monthly cost coding.
- Contract compliance, including reviewing contracts and maintaining appropriate documentation for all grants in the electronic filing system.
- Oversight of electronic records systems to track donations and membership fees.
- Preparation of applications, interim and final grant reports if Development Manager is not available.
Minimum Qualifications:
- Four years or more of senior accounting/financial analysis experience, with at least two of those years being in a nonprofit organization.
- A working knowledge of generally accepted accounting practices (GAAP) and familiarity with non-profit accounting techniques and reporting.
- Bachelor’s degree in accounting, finance, business or related field and/or equivalent experience in a professional environment.
- Expert level knowledge of Microsoft Office products (on Windows or Mac)
- Ability to function independently as a self-directed, collaborative team member.
- Demonstrated ability to maintain ethical leadership and integrity.
- Keen attention to detail.
- Demonstrated budget management experience.
Preferred Qualifications:
- Seven or more years of senior accounting experience.
- Familiarity with QuickBooks Online Advanced accounting software contract management experience.
- Development experience (grant-writing, grassroots fundraising, or supervision of Development department, etc.)
- CPA certification
Knowledge, Skills and Abilities:
- Familiarity with financial analysis, budgeting and forecasting Interpersonal skills, ability to maintain relationships with colleagues
- Demonstrated ability to accurately complete projects in a timely manner
- Demonstrated ability to produce financial reports as directed by Executive Director and Board of Directors
- A knack for numbers and trends, with a passion and eye for the details
- Commitment to social justice, promoting and maintaining equity in the workplace
- Excellent written and oral communication skills
Work Condition
- Ability to transport oneself to regular meetings and events throughout Oregon.
- Able to sit for long periods of time.
- Able to lift 20 lbs.

Compensation: Compensation is $85,000 – $100,000 per year depending on experience. Benefits include generous medical, dental, and vision benefits, generous paid vacation, sick, and family leave. Benefits package including 100% paid medical and dental for spouse or domestic partner and children; Oregon sick leave; Personal time off minimum of 120 hours per year; Family Leave after 180 days of employment; opportunity to participate in Oregon Saves Roth IRA program.
As a 501(c)(3) nonprofit, CAT is reliant on annual government grants as its primary source of funding. This position is funded 25% through the OHCS grant, and 75% through administrative indirect funds, unrestricted and general support funds. This position is subject to the availability of those funds.
