Summary / Objective
Under the direction of an Associate Director, the Percentage of Income Payment Plan (PIPP) Manager will be responsible for case management of the PIPP Program. The PIPP Manager will adjudicate application issues, develop reports, and provide recommendations and actions for process improvement. The PIPP Manager will be the Subject Matter Expert (SME) as it pertains to the PIPP business rules and procedures, and collaborates with other Energy Services managers and other supervisors to maintain compliance and effectiveness. This position has supervisory responsibility over several staff. This position routinely handles highly sensitive and confidential information and will represent CEDA in various capacities. Must demonstrate good, independent judgment, an ability to be approachable and professional, have solid problem-solving skills, handle multiple tasks, be self-motivated and well organized, and maintain strict confidentiality.
Essential Functions
- Oversee all aspects of PIPP and act as a liaison between the program and utilities.
- Direct supervisor on managing staff schedules, development, performance, and growth.
- Ensure programmatic and financial compliance reporting requirements are met according to departmental, State, and Federal guidelines.
- Develop and maintain required reports for the PIPP program, including STARS reports.
- Work with Energy Services Managers on recommendations and actions necessary for effective program management.
- Analyze data and formulate recommendations for productivity improvements; develop productivity reports for internal and external review.
- Participate in efforts to update and maintain program policy and internal procedure manual.
- Ensure staff follows Energy Services Standard Operating Procedures, alert Training and Quality team of needed revisions.
- Set and monitor operational and performance goals that are aggressive, achievable, and long-term for staff.
- Ensure that the PIPP program is in compliance with PIPP business rules as well as LIHEAP policy.
- Identify training needs for staff and provide training and technical assistance;
- Other duties as assigned.

This position manages Energy Service PIPP Supervisor, Team Leads, Coordinator, and Case Managers and is responsible for performance management within the assigned area.
Work Environment
While performing the duties of this job, the employee works mostly in an office environment that is quiet to moderately loud, depending on the work area. The employee is required to sit, use hands, stand, stoop, walk, talk, and listen while performing duties. General office equipment includes personal computers, scanners, copiers, faxes, desk- and smartphones, and software programs.

Expected Hours of Work / Travel
This is a supervisory position requiring the exercise of discretion and judgment and is required to work a full-time work week, as designated by the CEDA Employee Handbook, with periodic longer hours, including potential evenings, weekends, and odd hours. Occasional travel of distance may be required, especially in suburban Cook County. Other travel of distances may be required.
