Job Title: Medical Director/Psychiatrist, (Article 31 Clinics and OASAS Program)
Who We Are:
Community Counseling & Mediation (CCM) is a nonprofit organization based in Brooklyn that addresses mental health, addiction and substance abuse, and social challenges for vulnerable populations. Since 1982, CCM has been a critical community resource, providing culturally sensitive services, including mental health counseling, supportive housing, and educational programs to over 25,000 individuals annually across Brooklyn and Manhattan. Our mission is to foster well-being, stability, and empowerment for individuals and families in underserved communities.
Program Overview:
CCM operates Article 31 Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) clinics, providing a full range of psychiatric services to children, adolescents, and adults with mental health challenges. The clinics focus on integrated care, delivering individual therapy, group counseling, medication management, and crisis intervention to support clients in achieving optimal mental health outcomes. CCM also runs a Program under OASAS that provides substance abuse and addiction prevention and treatment services.
Position Overview:
The Medical Director/Psychiatrist will oversee all clinical aspects of CCM’s Article 31 clinics, ensuring high standards of psychiatric care, compliance with OMH regulations, and alignment with best practices in mental health treatment. This role includes providing direct psychiatric services to clients, supervising clinical staff, developing treatment protocols, and collaborating with the clinical leadership team. The Medical Director will also play a key role in quality assurance, supporting training and development, and representing the Article 31 clinics in community and professional settings. This position also provides management and supervision to the Addiction and Substance Abuse Program.
Key Responsibilities:
● Clinical Oversight: Provide leadership and oversight for all psychiatric services within CCM’s Article 31 clinics and to Addiction & Substance Abuse Program, ensuring compliance with OMH Part 599 regulations, and maintaining high standards of clinical care.
● Direct Psychiatric Care/Addiction: Conduct psychiatric evaluations, diagnose mental health conditions, and develop individualized treatment plans, which includes but not limited to addiction and substance abuse. Provide medication management and monitor clients' progress, making adjustments as necessary.
● Supervision & Consultation: Supervise and mentor clinical staff, including therapists, social workers, and nurse practitioners. Provide case consultations and ongoing support to enhance staff skills and ensure effective treatment interventions.
● Program Development: Collaborate with CCM leadership to develop and implement treatment protocols, policies, and procedures that support integrated care and address the evolving needs of the population served.
● Quality Assurance & Compliance: Ensure that clinical documentation, treatment plans, and service delivery meet OMH standards. Lead quality improvement initiatives, conduct chart reviews, and address any issues identified during audits.
● Training & Professional Development: Oversee training programs for clinical staff, including ongoing education on best practices in psychiatry, medication management, and culturally competent care.
● Crisis Intervention: Provide clinical support and guidance during mental health crises, coordinating with staff to ensure appropriate responses and referrals as needed.
Minimum Qualifications:
● Medical degree (MD or DO) from an accredited institution.
● Board certification in Psychiatry.
● Current and valid license to practice medicine in New York State.
● 5 years of experience as a psychiatrist, with experience in community mental health or outpatient clinical settings preferred.
● 3 years of experience in a leadership or supervisory role within a clinical setting.
● Extensive knowledge of OMH and OASAS regulations, Medicaid billing, mental health treatment standards for Article 31 clinics, including addiction & substance abuse programs
● Excellent communication, leadership, and organizational skills.
Preferred Qualifications:
● Experience working with diverse populations in a community-based setting.
● Familiarity with trauma-informed care, integrated treatment models, and evidence-based therapeutic practices.
● Bilingual (English/Spanish) is a plus.
Compensation and Benefits:
● Salary: $270,000 to $280,000 annually
